The Ingham County Board of Commissioners met for their regular meeting at the above time and place. The meeting was called to order at 5:36 p.m. by Chairperson Lynch. Roll was called and all Commissioners were present, except Commissioners Dedden and Schor. Commissioner Dedden arrived at 5:38 p.m.



PLEDGE OF ALLEGIANCE:

Frank Nevin, son of Commissioner John Nevin, led the Board in the Pledge of Allegiance and a few moments of silence were observed for meditation.



ADDITIONS TO THE AGENDA:

Commissioner Schafer requested the addition of a late resolution honoring Andrew James Belanger. This was added as agenda item 6.



LIMITED PUBLIC COMMENT:

Craig Whitford, Chairperson of the Historical Commission, addressed the Board regarding the framed copy of the Declaration of Independence that now hangs at the back of the Board room.



Ody Norkin, from Okemos Travel, addressed the Board to speak about concerns local travel agencies have regarding the Capital City Airport's website.



ELECTION OF OFFICERS:

Chairperson Lynch opened the floor to accept nominations for the position of Chairperson. Moved by Commissioner Schafer, supported by Commissioner De Leon to nominate Commissioner Celentino for the position of Chairperson. There were no other nominations. Motion to elect Victor Celentino to the position of Chairperson carried unanimously. Absent: Commissioner Schor. Commissioner Celentino assumed the chair.



Chairperson Celentino opened the floor to accept nominations for the position of Vice Chairperson. Moved by Commissioner Weatherwax-Grant, supported by Commissioner Lynch to nominate Commissioner De Leon to the position of Vice-Chairperson. There were no other nominations. Motion to elect Debbie De Leon to the position of Vice-Chairperson carried unanimously. Absent: Commissioner Schor.



Chairperson Celentino opened the floor to accept nominations for the position of Vice Chairperson Pro-tem. Moved by Commissioner Severino, supported by Commissioner Minter to nominate Commissioner Schafer to the position of Vice Chairperson Pro-tem. There were no other nominations. Motion to elect Commissioner Schafer to the position of Vice Chairperson Pro-tem carried unanimously. Absent: Commissioner Schor.

COMMITTEE REPORTS AND RESOLUTIONS:

The following resolution was introduced by the Ingham County Board of Commissioners:



RESOLUTION HONORING ANDREW JAMES BELANGER



RESOLUTION #04-001



WHEREAS, Andrew James Belanger is a senior at Williamston High School where he is enrolled in Honors classes, along with his other studies and holds a 3.5 GPA; and



WHEREAS, Andrew has been a member of the varsity tennis team throughout his high school career and has won four medals in tournament play; and



WHEREAS, Andrew was an active participant of the Williamston Cub Scout Pack and joined Boy Scout Troop #63 in 1997 where he has earned 44 merit badges; and



WHEREAS, he is a brotherhood member of the Order of the Arrow and has served in nearly every position within the troop, he currently serves as the Senior Patrol Leader; and



WHEREAS, as a member of the Gabe-Shi-Win-Gi-Ji-Kens Lodge, he serves on the ceremonies team and is the head of the Lodge's dance team; and



WHEREAS, his Eagle Project involved the refurbishment of children's bicycles that could be donated to needy children within the surrounding communities, thirty bicycles were donated to this project, each was thoroughly checked over, cleaned, painted and repaired as needed; Andrew spent 16 hours planning his project and 28 hours on its completion, 28 fellow scouts, friends and family members spent an additional 93 hours assisting in the refurbishment of the bicycles; and



WHEREAS, Andrew has earned the highest rank attainable in Scouting, the Eagle Scout; and



WHEREAS, to achieve the Eagle rank, a scout must demonstrate leadership and citizenship while earning 21 merit badges before reaching the age of 18.



THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners congratulates Andrew James Belanger for earning the rank of Eagle Scout and extends its sincere appreciation to Andrew for serving as a positive role model for the youth in our community.

COMMISSIONER ANNOUNCEMENTS:

Commissioner Weatherwax-Grant clarified that her position on the Parks Board is not an appointed position.



Commissioner Schafer thanked Commissioner Lynch for his work as Chairperson and offered best wishes to Commissioner Celentino as he fills that position in 2004.



Commissioner Lynch thanked the Board members for all they did in 2003 and offered best wishes to Chairperson Celentino.



Vice Chairperson De Leon thanked the Board for their vote of confidence in electing her to serve as Vice Chairperson and vowed to do her best to fulfill her duties.



Chairperson Celentino thanked the Board for their support . He offered special thanks to outgoing Chairperson Lynch and presented Commissioner Lynch with the gavel he had used while Chairperson. He offered congratulations to Vice Chairperson De Leon and Vice Chairperson Pro-tem Schafer.

Moved by Commissioner Lynch, supported by Commissioner Schafer to adjourn the meeting. Motion carried unanimously. Absent: Commissioner Schor. The meeting was adjourned at 6:01 p.m.
