CALL TO ORDER:
The January 3, 2007 organizational meeting of the Ingham County Board of Commissioners was called to order by Ingham County Clerk Mike Bryanton at 7:30 p.m. Roll was called and all Commissioners-elect were present.
PLEDGE OF ALLEGIANCE:
Ingham County Treasurer Eric Schertzing led the Board in the Pledge of Allegiance and a few moments of silence were observed for meditation.
OATHS OF OFFICE:
Clerk Bryanton administered the Oath of Office to Commissioners-elect Rebecca Bahar-Cook, Victor Celentino, Dale Copedge, Debbie De Leon, Steve Dougan, Mark Grebner, Curtis Hertel, Jr., Dianne Holman, Deb Nolan, Randy Schafer, Andy Schor, Michael Severino, Todd Tennis, Marc Thomas, Timothy Soule and Tina Weatherwax-Grant.
PETITIONS AND COMMUNICATIONS:
Letter from State Representative-Elect Barb Byrum tendering her resignation from the Economic Development Board and Brownfield Redevelopment Board. Accepted and placed on file.
LIMITED PUBLIC COMMENT:
None.
ELECTION OF OFFICERS:
Chairperson: Clerk Bryanton opened the floor for nominations to the office of Chairperson of the Board. Moved by Commissioner Schafer, supported by Commissioner Celentino to nominate Marc Thomas. There were no other nominations. Moved by Commissioner Schor, supported by Commissioner Schafer to close nominations. Motion carried unanimously. Moved by Commissioner Weatherwax-Grant, supported by Commissioner De Leon to cast a unanimous ballot. Motion carried on a unanimous voice vote. Commissioner Thomas was elected to the office of Chairperson and took his seat at the podium.
Vice-Chairperson: Chairperson Thomas opened the floor for nominations to the office of Vice-Chairperson of the Board. Moved by Commissioner Severino, supported by Commissioner Celentino to nominate Dianne Holman. There were no other nominations. Moved by Commissioner Hertel, supported by Commissioner Schafer to close nominations. Motion carried unanimously. Commissioner Holman was elected to the office of Vice-Chairperson by unanimous voice vote.
Vice-Chairperson Pro-tem: Chairperson Thomas opened the floor for nominations to the office of Vice-Chairperson Pro-tem. Moved by Commissioner Celentino, supported by Commissioner Schafer to nominate Commissioner Severino. There were no other nominations. Moved by Commissioner Nolan, supported by Commissioner Grebner to close nominations. Commissioner Severino was elected to the office of Vice-Chairperson Pro-tem by unanimous voice vote.
Chairperson Thomas presented past Chairperson Celentino with the gavel he had used during meetings he presided over in 2006 and thanked him for his service as Chairperson during 2006.
ADDITIONS TO THE AGENDA:
Commissioner Holman indicated that there would be a substitute for agenda item 7 – Resolution Honoring Bruce B. Bragg. This was accepted by the Chair without objection.
CONSIDERATION OF CONSENT AGENDA:
Moved by Commissioner Severino, supported by Commissioner Nolan to adopt a consent agenda consisting of all items. The consent agenda was adopted unanimously. Items on the consent agenda were adopted unanimously.
COMMITTEE REPORTS AND RESOLUTIONS:
The following resolution was introduced by the Ingham County Board of Commissioners:
RESOLUTION HONORING KAREN REIDSMA
RESOLUTION #07-001
WHEREAS, Karen Reidsma began her career with Ingham County in June 1982 as Child Welfare Worker for the Ingham County Probate Court, currently known as Circuit Court, Family Division; and
WHEREAS, in October 1989 her title changed to Juvenile Court Officer; and
WHEREAS, in September 1999 she was promoted to the position of Senior Juvenile Court Officer; and,
WHEREAS, for more than 24 years she has been dedicated to human services serving both in the delinquency and neglect divisions of the court finishing her career serving youth that required specialized treatment; and
WHEREAS, in addition to her dedication and commitment to serve the public, Karen brought a sense of caring and compassion for those whom she helped; and
WHEREAS, Karen Reidsma has given the Ingham County Circuit Court, Family Division and the residents of Ingham County over 24 years of quality service; and
WHEREAS, she will now have time to vacation freely and enjoy her many other interests and her family.
THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners hereby honors Karen Reidsma for her many years of dedicated service to the County of Ingham and for the contributions she has made to the Circuit Court, Family Division.
BE IT FURTHER RESOLVED, that the Board wishes her continued success in all of her future endeavors.

RESOLUTION HONORING MARTHA GLYNN
RESOLUTION #07-002
WHEREAS, to honor outstanding women of Ingham County who make a difference through their actions and contributions to their communities, Martha Glynn was selected by the Ingham County Women’s Commission as one of Ingham County’s Everyday Heroines; and
WHEREAS, Martha Glynn is a retired kindergarten teacher from the Dansville Agricultural School District; and
WHEREAS, as a kindergarten teacher, dealing with impressionable children on a daily basis, Martha worked diligently to try to make a difference in the lives of her students; and
WHEREAS, for years she served as a positive role model to all of the students who passed through her classroom; and
WHEREAS, Martha has shown compassion, strength, love and kindness to those around her, and she has used these traits to help wherever she is needed, at the age of 99 she still continues to be quite active and involved; and
WHEREAS, on January 13, 2007, Martha Glynn will celebrate her 100th birthday; and
WHEREAS, Martha Glynn was selected by the Ingham County Women’s Commission as an Everyday Heroine in recognition of the many years of caring and hard work she has given to the families of Ingham County.
THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners hereby honors Martha Glynn for her many years of dedicated and caring service to the County of Ingham and in particular to the children of the County of Ingham.
BE IT FURTHER RESOLVED, that the Board congratulates Martha Glynn for her recognition as an Everyday Heroine by the Ingham County Women’s Commission and on the event of her 100th birthday.

RESOLUTION HONORING BRUCE B. BRAGG
RESOLUTION #07-003
WHEREAS, Bruce Bragg has served as the Health Officer/Director of the Ingham County Health Department since January 3, 1977, making him Ingham County’s longest serving Health Officer; and
WHEREAS, Bruce’s service to the community at the local, state, and national level has been exemplar quality; and
WHEREAS, his direction of the Ingham County Health Department in the involvement in community activity through community health assessment, environmental health assessment and improvement initiatives, and through his coordinative role in the implementation of a Robert Wood Johnson Foundation grant to assure access to health care for the uninsured and a W.K. Kellogg Foundation “Community Voices” grant is recognized at the national level; and
WHEREAS, Bruce received the Roy R. Manty Award in 2005, which is the highest individual award given in Michigan by local public health; and
WHEREAS, Bruce has served on the Board of Trustees of the Ingham Regional Medical Center, is a member of the Board of Directors of the Michigan Association for Local Public Health (MALPH) and National Association for County and City Health Officials (NACCHO).
THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners hereby honors Bruce B. Bragg for 30 years of service with Ingham County and appreciates his dedication and the many contributions he has made toward improving the lives of the citizens of the County of Ingham.
BE IT FURTHER RESOLVED, that the Board wishes him continued success in all of his future endeavors.

Moved by Commissioner Schafer, supported by Commissioner Dougan to withdraw the Road Commission appointment for a separate vote. Motion carried.
Moved by Commissioner De Leon, supported by Commissioner Schafer to approve all of the standing committee appointments, except the Road Commission, waiving the residency requirement for Mr. Steinberg, Motion carried unanimously.
Moved by Commissioner De Leon, supported by Commissioner Tennis to appoint Shirley Rodgers to the Road Commission. Motion carried with Commissioners Dougan, Schafer and Severino voting no, all others voting yes.
PUBLIC COMMENT:
Treasurer Schertzing shared the list of 500+ foreclosed properties as published in the City Pulse. He encouraged everyone to check the list to determine if the are any properties on the list that may be saved from foreclosure.
COMMISSIONER ANNOUNCEMENTS:
Commissioner Schor commented on the passing of Charlie Thornhill, former MSU football player and a Sergeant in the Michigan Senate.
Commissioner Hertel announced that the January 22nd Human Services Committee meeting would begin at 6:00 p.m.
Commissioner Dougan expressed his hopes that this Board would sit down with the Democratically-controlled Boards of surrounding counties in an effort to work for the collective good on issues such as the airport.
Commissioner Thomas welcomed his guest, Yuji Yamakawa, Visiting Official from the Michigan-Shiga Sister State Program, Shiga Prefectural Government, Japan.
