INGHAM COUNTY BOARD OF COMMISSIONERS

RESOLUTION APPROVING THE EXPENDITURE OF $10,000 TO CONTINUE CERTAIN

RECYCLING DROP-OFF SITES UNTIL JUNE 14, 2000

RESOLUTION #00-138

WHEREAS, the Ingham County Controller was directed by the Ingham County Board of Commissioners through Resolution #00-109 to seek an interim method of providing rural recycling services; and

WHEREAS, the County Controller was directed to attempt to negotiate an arrangement with one or more entities which will insure the interim continuation of recycling services; and

WHEREAS, the County Controller was directed to seek financial support from municipalities served by these recycling services; and

WHEREAS, the Board of Commissioners has appropriated $10,000 toward interim continuation of these recycling services; and

WHEREAS, the Controller= s Office and Health Department have attempted to negotiate with representatives of the waste industry for continuation of interim services; and

WHEREAS, the Controller= s Office and Health Department have sought financial support from municipalities served by these sites; and

WHEREAS, the Controller has been unable yet to negotiate a satisfactory arrangement with the waste industry to insure an interim continuation of services; and

WHEREAS, the municipalities served by these sites have not yet responded with their decision as to financial support; and

WHEREAS, the $10,000 appropriated by the Board of Commissioners will be sufficient only to continue these services through June 14, 2000, unless additional financial commitments are obtained; and

WHEREAS, the Controller has recommended that unless additional financial commitments or other arrangements are obtained by May 26, 2000, that necessary steps be taken to close the recycling drop off sites at Leslie, Webberville, and Mason on June 14, 2000 by posting appropriate signage and notifying the vendor and the affected municipalities.

THEREFORE BE IT RESOLVED, that the Board of Commissioners authorizes the Controller to take the necessary steps to close the recycling drop-off sites at Leslie, Webberville, and Mason on June 14, 2000 by posting appropriate signage and notifying the vendor and the affected municipalities, unless additional financial commitments or other arrangements are obtained by May 26, 2000;

BE IT FURTHER RESOLVED, that the Controller is authorized to continue any or all of the sites at Leslie, Webberville, and Mason past June 14, 2000, provided that a financial commitment or other arrangement is made with municipalities or other entities which would substantially reduce the county= s cost of operating any or all of these sites for the remainder of 2000;

BE IT FURTHER RESOLVED, that if appropriate, the Controller is authorized to expend up to an additional $5,000 for continuation of any or all of the recycling services to provide for consideration of a shared financial commitment for an interim period of time, but no later than the end of 2000.

BE IT FURTHER RESOLVED, that a transfer of up to $10,000 is authorized from the Contingency Account for this purpose.

BE IT FURTHER RESOLVED, that the Board Chairperson and County Clerk are authorized to sign any necessary documents authorized by this resolution, subject to recommendation of the County Controller and approval as to form by the County Attorney.
