INGHAM COUNTY BOARD OF COMMISSIONERS

RESOLUTION TO ACCEPT THE ROLE OF LEAD AGENCY SET OUT IN THE ACCESS TO HEALTH ACTION PLAN

RESOLUTION #00-215

WHEREAS, the Board of Commissioners administers grants from the Robert Wood Johnson and the W.K. Kellogg Foundations to work to provide access to health care to the vulnerable populations in Ingham County; and

WHEREAS, the Access to Health Committee has developed a draft Action Plan, outlining goals and action steps necessary to implement the community= s health care access plan; and

WHEREAS, the Action Plan identifies A lead entities@ for each of the action steps, with the expectation that the lead organizations will implement the processes identified in the action steps, and it identifies partner organizations, which will be expected to participate in the work with the lead entity; and

WHEREAS, Ingham County is identified as a lead entity and/or a partner organization for several action steps:

WHEREAS, the Board of Commissioners is committed to the goal of providing access to health care to all Ingham County residents, is supportive of the Access to Health project and process and has reviewed the lead entity and partner organization roles assigned to it in the Action Plan.

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners accepts the roles of lead entity and partner organization for the Board of Commissioners and for the Ingham County Health Department set out in the following action steps identified in the Action Plan for An Organized System of Care in the Capital Area:

Coverage Goal - action step #3: With the Capital Area Health Alliance and the CEI Community Mental Health Board, the Ingham County Board of Commissioners will explore the feasibility of expanding employer-sponsored health coverage that allows employees to purchase coverage for additional household members. If feasible, they will develop and negotiate necessary policy changes.

Coverage Goal - action step #6: With Eaton and Clinton County Boards of Commissioners, the Ingham Health Plan Corporation and the Capital Area Health Alliance, the Ingham County Board of Commissioners will serve as a lead entity to leverage new state and federal dollars allocated to the further development of innovative community strategies for covering the uninsured.

Oversight Goal - action step #2: Supporting the role of the Capital Area Health Alliance as the Lead Entity, the Ingham County Board of Commissioners will serve as a partner to support the development of sustainable structures that will: 1) capture and report data on the uninsured, and 2) standardize data collection on services delivered to the uninsured.

Coverage Goal - action step #7: Supporting the Lead Entity role of the Ingham Health Plan Corporation, the Ingham County Board of Commissioners will act as a partner to explore a variety of sustainable funding sources to subsidize coverage strategies developed for the uninsured and underinsured. This will include the investment of time and energy in pursuing the most viable options.

 

 

Zero Disparity Goal - action step #2: With the Family Independence Agency and the Ingham Health Plan Corporation, the Ingham County Health Department will serve as a lead entity to increase the efficiency of enrollment processes through simplified forms, better utilization of electronic technology and expansion of community based action points.

Zero Disparity Goal - action step #5: The Ingham County Health Department will serve as the lead entity and work in partnership with the African American Health Institute, CIRCLE, faith-based organizations, and A Community Voices@ Health Summit teams to train and empower members of underserved communities to act as linker to services for those who would otherwise distrust provider institutions.

Zero Disparity Goal - action step #6: The Ingham County Health Department will serve as the lead entity and work in partnership with the Family Independence Agency, Refugee Services, Child and Family Development Services, Lutheran Social Services, the Jewish Welfare Federation and others to build bridges between resources that exist to assist refugee and immigrant populations in need of health care and other services.

BE IT FURTHER RESOLVED, that the Board Chairperson shall communicate with the President of the Capital Area Health Alliance, advising that the Board of Commissioners has accepted the roles set out for Ingham County in the Access to Health Action Plan.
