RESOLUTION TO CHANGE THE STATUS OF A PHYSICIAN POSITION FROM PART-TIME TO FULL TIME

RESOLUTION #00-217

WHEREAS, Ingham County employs primary care providers (physicians and nurse practitioners) to serve the needs of about 10,000 Ingham Health Plan enrollees and about 7,000 Medicaid clients, in addition to family planning clients and others; and

WHEREAS, the current staffing pattern is causing difficulty with the provision of services, and has begun to deny client access their providers; and

WHEREAS, Health Department staff have attempted to find contractors to provide additional physician services and have been unsuccessful; and

WHEREAS, it appears that the County could recruit and employ a full-time or two shared time primary care physicians; and

WHEREAS, the Health Officer has recommended that the Board of Commissioners change the status of a part-time (0.6 FTE) physician position to full-time; and

WHEREAS, the Health Officer has advised that the funds to support the $139,143 cost (salary, fringe and insurance) of this position will come from already budgeted funds for the physician, from funds to support a special part-time Nurse Practitioner position that will soon be vacant and not filled and from additional Ingham Health Plan revenue that will result from expanded IHP enrollment.

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes a change in the status of position HLHSAT018, Primary Care Physician, from part-time to full-time status effective October 1, 2000.

BE IT FURTHER RESOLVED, that the funds to support the increased cost of position HLHSAT018 will come from $6,826 that will result from not filling the special part-time Nurse Practitioner position (HLHSVC005) and $38,917 of additional revenue from capitation payments from the Ingham Health Plan Corporation.

BE IT FURTHER RESOLVED, that the Controller is authorized to adjust the FY 2001 Health Department budget to implement this resolution, increasing total revenues and expenditures by $38,917.
