RESOLUTION TO AUTHORIZE A CONTRACT WITH THE INSTITUTE OF PUBLIC POLICY AND SOCIAL RESEARCH AT MICHIGAN STATE UNIVERSITY

WHEREAS, the Health Department periodically conducts population based community surveys to document health related behaviors, and the last such survey was conducted in 1994; and
WHEREAS, the Robert Wood Johnson Foundation grant and the W.K. Kellogg Foundation grant require surveys as part of the evaluation methodology; and
WHEREAS, the County originally contracted with Information Transfer Systems, Incorporated (ITS), 1250 N. Main Street, Ann Arbor, Michigan, and ITS has filed for bankruptcy after completing only a portion of the work; and
WHEREAS, the Institute of Public Policy and Social Research (IPPSR), which had submitted an unsuccessful bid for the project, has advised that it will complete the project for $35,000; and
WHEREAS, the Health Officer has recommended that the Board of Commissioners authorize the contract with IPPSR and has advised that the funds to support the contract are available in the Health Department= s 2000 budget.
THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes a contract with the Institute of Public Policy and Social Research at Michigan State University for the purposes of implementing a population based community survey.
BE IT FURTHER RESOLVED, that the contract shall require that the survey shall be conducted and all required data and information provided to the Ingham County Health Department prior to June 30, 2000.
BE IT FURTHER RESOLVED, that Ingham County shall pay IPPSR $35,000 for services which include a population based community survey with a minimum of 1,540 respondents.
BE IT FURTHER RESOLVED, that the Board Chairperson is authorized to sign the contract after review by the County Attorney.
