INGHAM COUNTY BOARD OF COMMISSIONERS

WHEREAS, the Ingham County Health Department provides health care services to thousands of Medicaid eligible persons and it is necessary to verify Medicaid enrollment; and

WHEREAS, it is often important that the Health Department be able to verify whether clients are covered by commercial insurance; and

WHEREAS, the State of Michigan has offered systems to verify Medicaid enrollment, including a computer link to its Medicaid enrollment data base and a telephone number to query for Medicaid enrollment; and

WHEREAS, the State has decided to terminate these services and has entered into a contract with MediFAX to provide these services; and

WHEREAS, it is very important that the Health Department have good access to this information; and

WHEREAS, the MIS Department has reviewed the options to utilize the MediFAX system and supports the Health Department= s recommendation that the County utilize the network version of the MediFAX Direct Service eligibility verification; and

WHEREAS, the Health Officer has recommended that the Board of Commissioners authorize a contract with MediFAX in order to obtain information about Medicaid enrollment and enrollment in commercial health insurance plans.

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes a two year MediFAX Direct Customer Agreement with MediFAX EDI, INC. for the purpose of providing the Health Department with information on client enrollment in Medicaid or commercial health insurance plans.

BE IT FURTHER RESOLVED, that at the end of the agreement period, the agreement shall automatically renew each year unless terminated by either party in accordance with conditions set out in the agreement.

BE IT FURTHER RESOLVED, that MediFAX agrees to provide Ingham County with access to its MediFAX Immediate Patient Status Verification system.

BE IT FURTHER RESOLVED, the County agrees to pay MediFAX a one time Network Subscription Fee of $5,495 for the provision of training and installation services for a network server and the initial activation of the service through MediFax= s telecommunications network and a guaranteed warranty for each MediFAX Direct unit.

BE IT FURTHER RESOLVED, that the County agrees to pay MediFAX a one time subscription fee of $395 for each off site location utilizing the MediFAX Direct system.

BE IT FURTHER RESOLVED, that the County agrees to pay MediFAX a monthly license fee of $100.

BE IT FURTHER RESOLVED, that the County agrees to pay MediFAX a system utilization fee of $0.22 for successful inquiries of commercial insurance data bases.

BE IT FURTHER RESOLVED, that the Controller is authorized to make adjustments to the Health Department= s FY 2000 budget to implement this resolution.

BE IT FURTHER RESOLVED, that the Board Chairperson is authorized to sign the MediFAX Direct Customer Agreement after review by the County Attorney
