RESOLUTION TO AUTHORIZE THE EXPEDITED PAYMENT OF SPECIALITY CARE CLAIMS FOR THE INGHAM HEALTH PLAN

RESOLUTION #00-227

WHEREAS, Ingham County has a contractual obligation to pay for speciality care claims filed for services to Ingham Health Plan enrollees, via a contract with the Ingham Health Plan; and

WHEREAS, currently, claims are treated as Board bills and may take more than 40 days from the time submitted until payment; and

WHEREAS, speciality care providers for Ingham Health Plan patients receive payments at the Medicaid rate and it is difficult to find speciality care providers to serve the IHP enrollees; and

WHEREAS, the Health Department staff has worked with staff from the Controller= s Office to study this issue; and

WHEREAS, the Health Officer and the Controller recommend that these speciality care payments for services to Ingham Health Plan enrollees be paid as though they were contractual obligations as long as the County has an agreement with the Ingham Health Plan Corporation which obligates it to make such payments.

THEREFORE BE IT RESOLVED, the Ingham County Board of Commissioners authorizes speciality care claims for services to Ingham Health Plan enrollees to be paid as though they were contractual obligations as long as Ingham County has a contractual obligation with the Ingham Health Plan Corporation to pay these bills.
