INGHAM COUNTY BOARD OF COMMISSIONERS

RESOLUTION TO ALLOW THE FAMILY DIVISION TO PARTICIPATE IN THE OFFICE OF DRUG CONTROL POLICY GRANT AWARDED TO THE LANSING POLICE DEPARTMENT - JUVENILE EVALUATION PROJECT

RESOLUTION #00-228

WHEREAS, the Ingham County Board of Commissioners have established priorities of appropriate treatment and sanctions for juveniles involved in the county= s Juvenile Justice System; and

WHEREAS, the Family Division of Circuit Court is exploring alternative methods to comply with recommendations of the County authorized Chinn Study by identifying what type of youth are in our Juvenile Justice System and develop new community-based programs; and

WHEREAS, the Lansing Police Department has been awarded a grant of $300,424 for four years effective October 1, 2000, through October 1, 2004; and

WHEREAS, the Office of Drug Control Policy will work collaboratively with the Family Division and the Lansing Police Department to evaluate juvenile crime alternatives, initiatives and strategies for 10 - 13 year old youth; and

WHEREAS, this evaluation project between the Lansing Police Department and Family Division of Circuit Court will enhance city and county joint efforts, relationships and supply both governmental agencies with long-awaited pertinent evaluation data regarding juvenile treatment programming; and

WHEREAS, a Sergeant from the Lansing Police Department would be teamed with a new Juvenile Court Officer position to develop unique alternative strategy to work with, monitor and assess 30 to 40 young people and their families to reduce criminal behavior, days of detention and improve academic and parental success; and

WHEREAS, the Lansing Police Department is the fiduciary of the grant and their agency would pay the majority of the 25% match funding for all four years; and

WHEREAS, the Lansing Police Department will pay the salary and benefits for the County Juvenile Court Officer in full for the first year of October 1, 2000 to October 1, 2001; and

WHEREAS, the Lansing Police Department= s expectation from the County is to fund one-quarter of the salary and benefits of the Juvenile Court Officer, starting in October 1, 2001, for the last three years of the grant.

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners approve the Family Division of Circuit Court to participate in the $300,424 Office of Drug Control Policy grant awarded to Lansing Police Department for the Juvenile Intervention Evaluation Project.

BE IT FURTHER RESOLVED, that the Family Division of Circuit Court is authorized to establish a new Grant/Contract Juvenile Court Officer position and enter into a contract with the City of Lansing to fund the Juvenile Court Officer position= s salary and benefits totally for the first year of the grant, from October 1, 2000, through September 30, 2001 with the County being responsible for funding 25% of the total personnel costs in each of the three remaining grant years.

BE IT FURTHER RESOLVED, that the Ingham County Board of Commissioners authorizes the Controller to amend the 2000 and 2001 budget and Position Allocation List effective October 1, 2000.

BE IT FURTHER RESOLVED, that Ingham County= s participation in this project for FY 2000-01 is contingent upon sufficient funds being appropriated in the 2001 budget process.

BE IT FURTHER RESOLVED, that the Chairperson of the Ingham County Board of Commissioners and the County Clerk are authorized to sign any necessary contract documents consistent with this resolution and approved as to form by the County Attorney.
