INGHAM COUNTY BOARD OF COMMISSIONERS

RESOLUTION TO AUTHORIZE THE PURCHASE OF COMPUTER EQUIPMENT FOR THE BOARD OF COMMISSIONERS

RESOLUTION #00-262

WHEREAS, continually encouraging the maximum use of technology is a stated long term objective of Ingham County; and

WHEREAS, the Ingham County workforce is increasingly utilizing e-mail and the internet to access and receive information; and

WHEREAS, Ingham County Commissioners must have access to the county web page and intranet, and be able to utilize e-mail in order to efficiently access and receive county related information and to communicate with staff and county departments and officials.

THEREFORE BE IT RESOLVED, that commissioners may request in writing the assignment of a county-owned laptop for their use in the performance of their duties as a county commissioner.

BE IT FURTHER RESOLVED, that commissioners who are assigned a county-owned laptop for these purposes shall also be provided internet access, a county e-mail address, and shall also be provided training in the use of these devices, and any other county installed software.

BE IT FURTHER RESOLVED, that such equipment shall be purchased in accordance with county policies and provedures, with specifications for the equipment, internet service, software, and supplies as established by the MIS Director.

BE IT FURTHER RESOLVED, that the use, maintenance, and repair of such equipment, and the purchase of services shall be in accordance with existing county guidelines for computer equipment.

BE IT FURTHER RESOLVED, that county commissioners who request county equipment and/or software are strongly encouraged to participate in training which may be offered to county employees.

BE IT FURTHER RESOLVED, that the costs of providing and upgrading county-owned hardware, software, and services, and the cost of purchasing supplies as provided in this resolution shall be paid from the Board of Commissioners= budget, or other sources as provided for other computer equipment.

BE IT FURTHER RESOLVED, that $30,000 is transferred from the 2000 Contingency Fund to the Board of Commissioners Budget for the initial purchase of hardware and software and for the first year= s service charges,

BE IT FURTHER RESOLVED, that these funds may be reappropriated in the 2001 budget.

BE IT FURTHER RESOLVED, at such time as the full board and committee packets are reliably available from the County= s web site, staff may discontinue printing and mailing of agendas and packets to Commissioners. Commissioners may, by request, continue receiving mailed packets.

BE IT FURTHER RESOLVED, that in the development of the 2002 budget the Controller is directed to evaluate the potential of making modifications to the County Board of Commissioners= Room and appropriate committee rooms to enable staff and Commissioners to utilize computers at their desks or tables.

BE IT FURTHER RESOLVED, that the Controller is authorized to make the necessary budget adjustments and purchases as authorized in this resolution.
