INGHAM COUNTY BOARD OF COMMISSIONERS

RESOLUTION APPROVING A WAGE INCREASE FOR MANAGERIAL AND CONFIDENTIAL EMPLOYEES; APPROVING A CHANGE IN THE HEALTH INSURANCE PROGRAM FOR ELECTED OFFICIALS, JUDGES, MANAGERIAL AND CONFIDENTIAL EMPLOYEES AND AUTHORIZING A PROCESS FOR CONSIDERING CHANGES TO THE MANAGERIAL AND CONFIDENTIAL EMPLOYEE PERSONNEL POLICY

WHEREAS, the Ingham County Board of Commissioners has approved collective bargaining contracts granting three percent (3%) salary increases for 2001 and 2002; and

WHEREAS, the Ingham County Board of Commissioners is supportive of the revised Health Insurance Program as recommended by the Health Coalition to be effective January 1, 2001; and

WHEREAS, the Managerial and Confidential Employee Personnel Policy should be amended to provide for salary increases commensurate with salary increases approved for collective bargaining units, and to provide for a change to the health insurance plan as recommended by the health Coalition; and

WHEREAS, a process for considering other changes to the Policy should also be approved; and

WHEREAS, the Circuit, District and Probate Chief Judges are in agreement with the changes as outlined above.

THEREFORE BE IT RESOLVED, that the Managerial and Confidential Personnel Policy shall be amended by increasing the current salary scales by three per cent (3%), effective December 30, 2000 and December 29, 2001.

BE IT FURTHER RESOLVED, that the Managerial and Confidential Employee Personnel Policy shall be amended to provide the Health Insurance Program as recommended by the Health Coalition to Managerial and Confidential employees effective January 1, 2001, as summarized below:

The EMPLOYER will offer the following health insurance program for eligible full-time employees and legal dependents.

BCBSM_POS: Point of Service Option 1, DC, SD, DR 250/500, OV15, POS_AA, POS CR 80/20

Prescription drug coverage will be provided by the EMPLOYER through a pharmacy benefits manager. Prescription drug copayments for generic drugs will be $2.00. Prescription drug copayments for brand drugs will be 20%, but not less than $10.00 nor more than $25.00. Maximum out_of_pocket expenses for drugs for each health care plan participant contract will be $525 per year. Coverage for mail order will also be provided.

BE IT FURTHER RESOLVED, that all other provisions of the policy, including premium cost sharing and waiver of health care agreements, shall remain as currently provided.

BE IT FURTHER RESOLVED, that this health insurance program is also to be provided to elected officials and judges as authorized in the respective resolutions establishing their compensation.

BE IT FURTHER RESOLVED, that Judges who participate in the state=s judicial defined contribution retirement system as an alternative to participation in the county=s defined benefit retirement program shall, as a retiree, be eligible for single subscriber health insurance as now or in the future may be provided to retirees under the Managerial Confidential Personnel Policy, only after reaching 55 years of age and having 15 years of service.

BE IT FURTHER RESOLVED, that the steering committee consisting of commissioner, elected official, judicial, managerial, and confidential employee representatives charged in 2001 with overseeing implementation of the managerial and confidential employee wage and benefit study shall, in consultation with managerial and confidential employees, evaluate other changes to the Managerial and Confidential Policy, and provide their recommendations to the Administrative Services/Personnel Committee no later than the end of March, 2001.

BE IT FURTHER RESOLVED, that the Managerial and Confidential Employee Policy is amended to provide that, in the event that the county and courts should decide that it should no longer be closed on Columbus Day and Good Friday, and that necessary collective bargaining agreements are modified to that effect, that managerial and confidential employees would be given 8 hours additional vacation bonus time for each day in lieu of the holiday time.
