RESOLUTION SELECTING CLAIMSPRO MANAGEMENT SERVICES, INC. AS

PHARMACY BENEFITS MANAGER

FOR THE EMPLOYEE HEALTH INSURANCE PLAN

RESOLUTION #00-292

WHEREAS, the Board of Commissioners, upon the recommendation of the Health Coalition, has approved implementation of a revised employee health insurance plan utilizing a Pharmacy Benefits Manager (PBM) to administer the employee health plan prescription drug benefit; and

WHEREAS, a Request for Proposals for a PBM was issued by the Purchasing Department, and three proposals were received; and

WHEREAS, the proposals have been reviewed by the Health Coalition, Purchasing Department, and Health Management Associates, who have recommended the selection of ClaimsPro Management Services, Inc.

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes a contract with ClaimsPro Management Services, Inc. to provide Pharmacy Benefit Manager services for the employee health insurance plan as outlined in their response to the Request for Proposals issued by the Purchasing Department, and as subsequently clarified or negotiated by the Controller on behalf of the Health Coalition; and

BE UT FURTHER RESOLVED, that the contract shall be effective January 1, 2001 at a cost based on $.75 per claim processed, plus drug dispensing fees, less 2/3 of the rebates received as outlined in their responses to the Request for Proposals issued by the Purchasing Department, as subsequently clarified on negotiated by the Controller on behalf of the Health Coalition.

BE IT FURTHER RESOLVED, that letters of understanding with all participating bargaining units are authorized to implement a revised health insurance benefit.

BE IT FURTHER RESOLVED, that the Board Chairperson and County Clerk are authorized to sign contracts and letters of understanding consistent with this resolution, as recommended by the County Controller and approved as to form by the County Attorney.
