RESOLUTION TO AUTHORIZE A RED CEDAR WATERSHED INITIATIVE AGREEMENT WITH THE LIVINGSTON COUNTY DRAIN COMMISSIONER

RESOLUTION #00-299

WHEREAS, the Red Cedar River is an important part of the natural resources and environment of several municipalities, townships and counties; and

WHEREAS, in Resolution No. 99-014 the Board of Commissioners authorized a Red Cedar Watershed Memorandum of Understanding in which Ingham County and the Ingham County Health Department will participate in efforts to study the watershed and the development of plans and proposals to improve and protect the quality of the Red Cedar River; and

WHEREAS, the Michigan Department of Environmental Quality has contracted with the Red Cedar Intercounty Drainage Board (composed of the Livingston County Drain Commissioner, the Ingham County Drain Commissioner and an employee of the Michigan Department of Agriculture) to create a watershed management plan to better manage the Red Cedar Watershed in a sustainable, equitable, and cost-effective manner; and

WHEREAS, the Red Cedar Intercounty Drainage Board proposes to contract with Ingham County, through its fiduciary agent, the Livingston County Drain Commissioner, to conduct surface water sampling, land application site inspections, and to serve as a point of information and education for the general public; and

WHEREAS, the Health Officer recommends that the Board of Commissioners authorize the proposed agreement with the Livingston County Drain Commissioner and support the continued involvement of the Health Department in learning about and documenting the status of the Red Cedar Watershed and in serving as a source of information to the public about the watershed.

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes a Red Cedar Watershed Initiative agreement with the Livingston County Drain Commissioner, acting as the fiduciary agent for the Red Cedar Intercounty Drain Board.

BE IT FURTHER RESOLVED, that the period of the agreement shall be April 24, 2000 through April 23, 2002.

BE IT FURTHER RESOLVED, that the total project cost shall be $37,768.40, with $23,008.20 to be reimbursed by the Livingston County Drain Commissioner and $14,760.20 to be an in-kind contribution from Ingham County, which shall be in the form of salaries, fringes and travel expenses for already existing staff.

BE IT FURTHER RESOLVED, that the Board authorizes the purchase of a Global Positioning System (GPS) Unit, not to exceed $4,500.

BE IT FURTHER RESOLVED, that the Controller is authorized to amend the Health Department=s 2001 budget to implement the resolution.

BE IT FURTHER RESOLVED, that the Board Chairperson is authorized to sign the agreement after review by the County Attorney.
