RESOLUTION AUTHORIZING ENTERING INTO A CONTRACT WITH THE

AUTOMON CORPORATION AND A SUBCONTRACT WITH THE CITY OF LANSING

TO PROVIDE AUTOMATED KIOSK REPORTING FOR COUNTY AND

54-A DISTRICT COURT PROBATIONERS

RESOLUTION #00-305

WHEREAS, the Michigan Community Corrections Act of 1988 (PA511) authorizes the establishment of a Community Corrections Advisory Board (CCAB) and Community Corrections programming; and

WHEREAS, a Comprehensive Community Corrections Plan and FY2000-2001 Application was approved by the Community Corrections Advisory Board, Ingham County Board of Commissioners, the Lansing City Council, and the State Office of Community Corrections; and

WHEREAS, based on a recommendation resulting from the Criminal Justice System Mapping process and the Circuit Court Improvement Project-Pretrial Services Committee, the FY 2000-2001 Community Corrections Application included plans to implement automated reporting via a kiosk to provide an additional supervision and monitoring tool for participating criminal justice system departments; and

WHEREAS, the first phase of the plan provides that defendants ordered to report to Pretrial Services and 54-A District Court probationers will be the first populations enrolled; and

WHEREAS, the City of Lansing, Lansing Police Department, and participating criminal justice agencies have approved location of the kiosk in the 1st floor lobby of the Lansing Police Department at 120 W. Michigan Ave. to provide round the clock access; and

WHEREAS, the AutoMon Corporation will provide installation of the necessary hardware, as well as training and ongoing maintenance of the equipment for an initial 18 month performance period beginning no later than June 1, 2000 with automatic renewal for periods of one year absent written notice of termination by either party no later than 60 days prior to the end of the performance period; and

WHEREAS, the contract with the AutoMon Corporation will stipulate that an enrollment number of 450 at a minimum client fee of $10 per month must be maintained and that there will be no cost to the County or City provided that enrollment numbers are met; and

WHEREAS, enrollment projections of these combined populations (54-A District Court and Ingham County Pretrial Services) are adequate to implement the kiosk as a self sustaining resource that can be maintained by client fees; and

WHEREAS, 54-A District Court has agreed to maintain an enrollment of 200 at a minimum client fee of $10 per month and share proportionately, based on enrollment requirements, any incidental costs such as supplies and staff to perform administrative functions.

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners approves entering into a contract with the AutoMon Corporation to provide automated kiosk reporting equipment, training, maintenance for an 18 month performance period beginning no later than June 1, 2001 to be automatically renewed for periods of one year absent written notice of termination by either party no later than 60 days prior to the end of the performance period.

BE IT FURTHER RESOLVED, that the Ingham County Board of Commissioners approves entering into a subcontract with the City of Lansing for the purpose of sharing proportionately, based on required enrollment numbers, all obligations and services arising from the main contract between Ingham County and the AutoMon Corporation including, required enrollment numbers, training, and maintenance for an 18 month performance period beginning no later than June 1, 2001.

BE IT FURTHER RESOLVED, that entering into a contract with the AutoMon Corporation is contingent upon the execution of a subcontract between the City of Lansing and Ingham County that provides satisfactory terms and conditions for 54-A District Court= s use of the AutoMon kiosk system.

BE IT FURTHER RESOLVED, that the Chairperson of the Board of Commissioners and the County Clerk are authorized to sign any necessary contracts and/or subcontracts consistent with this resolution subject to approval as to form by the County Attorney.
