RESOLUTION TO REJECT THE WIRELESS VOICE COMMUNICATIONS SYSTEM PROPOSAL 45-49 FROM MOTOROLA AND TO RESUBMIT A REQUEST FOR PROPOSALS (RFP) TO REPLACE AND UPGRADE THE PUBLIC SAFETY RADIO COMMUNICATIONS SYSTEM IN INGHAM COUNTY

WHEREAS, the Ingham County Board of Commissioners appointed an Ingham County 911 Advisory Committee to review and make recommendations to the Board of Commissioners for all major policy, planning, and capital improvement requests brought before the Ingham County Board of Commissioners for funding consideration through the 911 Emergency Services Millage and Telephone Services budget; and

WHEREAS, the Ingham County 911 Advisory Committee is currently working on a comprehensive plan to replace and upgrade the Public Safety Radio Communications System in Ingham County; and

WHEREAS, the plan was to upgrade the current Out County Fire Dispatch Services portion of the radio communications system and migrate the County police and the rest of the County Fire Departments over to the Michigan State Police, Michigan Public Safety Communications System (MPSCS); and

WHEREAS, the County submitted RFP 45-99 to Motorola as the sole source vendor for the Michigan State Police, Michigan Public Safety Communications System (MPSCS); and

WHEREAS, Motorola responded with a Wireless Voice Communications System Proposal 45-49; and

WHEREAS, the 911 Advisory Committee has evaluated the Motorola proposal in cooperation with our project managers the Gartner Group and are now recommending that the Board of Commissioners reject the Motorola proposal and resubmit a Request For Proposals (RFP) to replace and upgrade the Public Safety Radio Communications System in Ingham County.

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners hereby adopts the Ingham County 911 Advisory Committee recommendation to reject the Motorola Wireless Voice Communications System Proposal 45-49 and to resubmit a Request For Proposals (RFP) to replace and upgrade the Public Safety Radio Communications System in Ingham County.
