RESOLUTION AUTHORIZING AUTOMATED CLEARING HOUSE (ACH)

AND ELECTRONIC TRANSACTIONS

RESOLUTION #03-134

WHEREAS, on December 30, 2002, Act No. 738 of the Public Acts of 2002 was established which authorizes the use of electronic transactions by designated officers of local government; and

WHEREAS, it is in the best interest of Ingham County to make certain financial transactions by using electronic transactions as described in the Act.

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes the Treasurer to be the Electronic Transaction Officer (ETO).

BE IT FURTHER RESOLVED, that the following policy outline shall govern the use of electronic transactions:

• The ETO shall draft a written policy to be followed in accordance with the act and presented to the governing body;



• The ETO shall be responsible for payment approval, accounting, reporting, and generally overseeing compliance or shall designate employees to perform such duties;



• The ETO shall submit appropriate documentation to the governing body, or person responsible for authorizing payments, detailing goods and services purchased, the cost of goods or services and the date of payment;



• All Automated Clearing House (ACH) and electronic transactions shall be approved by the ETO BEFORE payment is made;



• The ETO may appoint other county employees to carry out said responsibilities as may be necessary.

BE IT FURTHER RESOLVED, that the policy may be reviewed and updated as necessary and agreed to by the Controller and Treasurer.
