The meeting was called to order by Chairperson Nolan at 6:03 p.m. in the Personnel Conference Room of the Human Services Building, 5303 S. Cedar, Lansing.

MOVED BY COMM. SCHAFER, SUPPORTED BY COMM. DELEON, TO APPROVE THE RESOLUTION AUTHORIZING THE COMMUNITY CORRECTIONS ADVISORY BOARD TO CONTINUE CONTRACT FOR STAFF CONSULTANT SERVICES.
Ms. Sabaj explained the previous contract was with Pro Temps. Pro Temps has gone out of business and they have transferred this contract to Career Quest. Career Quest will continue the contract. Mr. Neilsen stated the contract remains the same with the exception of the name of the vendor.
MOTION CARRIED UNANIMOUSLY.
a. Presentation on Ingham County Hazard Mitigation Plan
Mr. Perez distributed information to the Committee which helped to explain the Hazard Mitigation Plan (Plan). He then stated the Plan is the final report of a pre-disaster planning project intended to enhance public safety. Hazard mitigation is defined as taking action to reduce or eliminate the long-term risks to human life and property from hazards and their effects. Hazards which threaten this County can originate from natural, technological or social forces. The Plan is an ‘all hazards’ plan where many potential hazards are considered in terms of their overall impacts and then some level of mitigation is considered for each hazard.
Mr. Perez further explained key parts of this Plan are based on findings from the 2004 hazard analysis and mitigation analysis. Based on that information, a list of specific mitigation projects is suggested. These local projects would be eligible consideration for federally-funded implementation, assuming FEMA funding becomes available.
Through cooperation with the Ingham County Sheriff’s Office – Emergency Services Program, input from various local hazard mitigation stakeholders and public comment, the Tri-County Regional Planning Commission and MSU Extension have developed a plan with the intention of this document being adopted as the official Ingham County Hazard Mitigation Plan. Once the Plan is formally adopted by the Ingham County Board of Commissioners, the County will remain eligible for various federal mitigation funding opportunities for five years.
Mr. Perez stated the Plan is intended to satisfy the mandates of the Disaster Mitigation Act of 2000 which requires local governments to have a hazard mitigation plan in place as a condition for receiving federal hazard mitigation funds after November 1, 2004.
b. Resolution to Adopt the Ingham County Hazard Mitigation Plan
MOVED BY COMM. SCHAFER, SUPPORTED BY COMM. DELEON, TO ADOPT THE RESOLUTION TO ADOPT THE INGHAM COUNTY HAZARD MITIGATION PLAN.
Comm. Schafer stated he has known Mr. Perez for several years and he is highly respected in the community. Mr. Perez has also demonstrated excellent leadership qualities.
MOTION CARRIED UNANIMOUSLY.
The Committee held a brief discussion regarding FEMA examinations for Commissioners. Mr. Perez stated this examination will be held February 1, 2006 in the Ingham County Sheriff’s Office Training Center. Commissioners will receive notice of this event.
Chairperson Nolan asked Mr. Perez if he had seen the article in today’s Lansing State Journal regarding the 2005 I-96 accident. Mr. Perez stated he had not yet seen the article but he had heard the article was an emotional piece.
