Members Present:         Mark Grebner, Curtis Hertel, Lisa Dedden, Andy Schor and Mike Severino

Members Absent:         Rebecca Bahar-Cook

Others Present:             John Neilsen, Dr. Sienko and Jim Wilson

The meeting was called to order by Chairperson Grebner at 7:31 p.m. in the Personnel Conference Room of the Human Services Building, 5303 S. Cedar, Lansing.

Approval of the September 18, 2006 Minutes

The September 18 minutes were approved as amended.  Absent:  Comm. Bahar-Cook

Additions to the Agenda:           None

Limited Public Comment:          None

MOVED BY COMM. SEVERINO, SUPPORTED BY COMM. HERTEL, TO APPROVE A CONSENT AGENDA FOR THE FOLLOWING ITEMS:

1.         Ingham County HazMat Team/Local Emergency Planning Committee – Resolution to Accept Donations for Decontamination Equipment from Companies for Use by the Ingham County HazMat Team/Local Emergency Planning Committee

2.         Health Department

b.         Resolution to Authorize an Amendment to the Contract with the Ionia County Health Department for Medical Direction and Program Consultation

c.         Resolution to Authorize the Intergovernmental Transfer of Ingham County Funds to Support DSH Payments to Ingham Regional Medical Center and Sparrow Health System

d.         Resolution to Authorize an Agreement with the Shiawassee Community Mental Health Authority

            e.         Resolution to Authorize a 2006-2007 Federal Abstinence Grant Program

3.         Controller’s Office – Third Quarter 2006 Budget Adjustments and Contingency Fund Update and Resolution Authorizing Adjustments to the 2006 Ingham County Budget

MOTION CARRIED UNANIMOUSLY.   Absent:  Comm. Bahar-Cook

MOVED BY COMM. SEVERINO, SUPPORTED BY COMM. HERTEL, TO APPROVE THE ITEMS ON THE CONSENT AGENDA.  MOTION CARRIED UNANIMOUSLY.   Absent:  Comm. Bahar-Cook

2a.       Health Department – Resolution to Replace the Schedule of Discounts for Family Planning Services Established by Resolution #05-166

MOVED BY COMM. HERTEL, SUPPORTED BY COMM. SEVERINO, TO APPROVE THE RESOLUTION TO REPLACE THE SCHEDULE OF DISCOUNTS FOR FAMILY PLANNING SERVICES ESTABLISHED BY RESOLUTION #05-166.

Dr. Sienko explained the State Department of Health has directed the replacement of the Schedule of Discounts for Family Planning Services in order to adopt a universal sliding fee schedule. 

Comm. Dedden asked how the changes may affect the people currently receiving the services.  Dr. Sienko stated the people receiving these services may pay more with the new Schedule. 

MOTION CARRIED UNANIMOUSLY.         Absent:  Comm. Bahar-Cook

3b.       Controller’s Office – Update – Health Director’s Retirement

Mr. Neilsen informed the Committee the County Services Committee did not agree with this Committee’s recommendation regarding the process for filling the Health Director’s position due to his planned retirement.

MOVED BY COMM. HERTEL, SUPPORTED BY COMM. SEVERINO, TO AUTHORIZE THE POSTING OF THE HEALTH DIRECTOR POSITION AND TO INVITE ALL MEMBERS OF THE BOARD OF COMMISSIONERS, AS WELL AS A MEMBER OF THE EQUAL OPPORTUNITY COMMITTEE, TO THE INTERVIEWS FOR THE HEALTH DIRECTOR POSITION.

Comm. Schor stated he presented this Committee’s recommendation to the County Services Committee.  A majority of the County Services members did not agree with the recommendation.
