The meeting was called to order by Chairperson Hertel at 7:07 p.m. in the Personnel Conference Room of the Human Services Building, 5303 S. Cedar, Lansing.

1. Interviews - Veterans Affairs Committee
The Committee interviewed the following individuals for a position on the Veterans Affairs Committee:
Tom Hetchler, Jr. (Middle East) Earl Van Riper (Vietnam)
Roy McLain (Vietnam) Gerald Nelson, Sr. (Vietnam)
Neal Fulton (Vietnam)
Mr. Neilsen informed the Committee that Gary Frayer, applicant, may move out of the County. He is not present for tonight’s interviews.
Comm. Severino requested information from the Veterans Affairs Committee regarding their website content. Chairperson Hertel stated the VAC will be scheduled for a future meeting to provide a presentation on the website material.
2. Presentation - Capital Area District Library’s Building Projects – Sue Hill
Ms. Hill informed the Committee that a capital improvement plan has been developed for the Library. The Library’s buildings will be evaluated to determine any structural needs. Ms. Hill talked about alternatives regarding the Library facility in downtown Lansing. The final report is due by the end of July 2007. This plan is the first step in a very long process. Ms. Hill requested feedback from the Committee.
Comm. Schor asked how any future improvements will be funded. He also stated his concern that it is too soon to place a Millage question on the ballot after the Library’s last attempt. He is, however, supportive of the planning. Ms. Hill stated any plans for funding will be addressed in three to four years. All municipalities will be involved in the planning discussions. Comm. Schor stated he would like to be updated regarding this item.
Ms. Hill addressed additional questions from the Committee. Comm. Severino asked if it would be possible to make improvements from the CAADL budget. Ms. Hill stated this issue will be discussed during the planning discussions.
Ms. Hill distributed Background Information and the Spring Library guide to the Committee.
5. Board of Commissioners Communication – Employer Support of the Guard and Reserve (ESGR) Letter
Mr. Neilsen stated the County Attorney and the Personnel Office have reviewed this information. The County Attorney’s office may want to tweak some of the language.
Mr. Marwede stated the ESGR is an excellent program which helps employees and employers.

Chairperson Hertel stated Mr. Hetchler is more than qualified for the Middle East position. If another applicant does not surface, the Committee should appoint Mr. Hetchler to the 21st Century Middle Eastern position.
