RESOLUTION TO AUTHORIZE AN AMENDMENT TO 1997-1999 PHYSICIAN

CONTRACT WITH MICHIGAN STATE UNIVERSITY'S COLLEGE OF OSTEOPATHIC MEDICINE AND TO AFFIRM THE EXERCISE OF THE OPTION TO EXTEND THE AGREEMENT THROUGH DECEMBER 31, 2002



RESOLUTION #01-12



WHEREAS, the Ingham County Health Department operates a network of community health centers, providing primary health care to low-income, uninsured, and Medicaid-eligible persons; and



WHEREAS, Ingham County has purchased physician staffing from the College of Osteopathic Medicine at Michigan State University for over 20 years; and



WHEREAS, the April 1996, the Board of Commissioners authorized a contract with MSU/COM for approximately 2.3 FTE physicians to staff the Child Health Clinic and the Adult Health Clinic at the Jolly/Cedar site and the pediatric practice at the Sparrow Community Health Center, which expired on December 31, 1999; and



WHEREAS, that agreement included a County option to extend the agreement for an additional three year period, with a three (3) percent per year increase in rates for 2000, 2001 and 2002; and



WHEREAS, in June 1999 the Health Department notified MSU/COM that it was exercising the option to extend; and



WHEREAS, the County Attorney has recommended that the Board of Commissioners should affirm the exercise of the option to extend and affirm the rates of compensation authorized for 2000, 2001 and 2002; and



WHEREAS, the County Attorney has recommended that the agreement for physician services with MSU/COM be amended to include recognition that MSU/COM will comply with contractual terms and conditions required of Ingham County by Qualified Health Plans when physicians working under the agreement are providing services to persons enrolled in the applicable Qualified Health Plan.



THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners affirms the exercise of the option to extend the physician services agreement with Michigan State University's College of Osteopathic Medicine, originally authorized by Resolution No. 96-82 and amended by Resolution No. 97-287, through December 31, 2002.



BE IT FURTHER RESOLVED, that the compensation paid to MSU/COM for physician services during 2000 shall be based on a three (3) percent increase from the 1999 rate, and will be $139,924.35 per Full Time Equivalent position (FTE).



BE IT FURTHER RESOLVED, that the compensation paid to MSU/COM for physician services during 2001 shall be based on a three (3) percent increase from the 2000 rate, which will be $144,122.08 per FTE.

BE IT FURTHER RESOLVED, that the compensation paid to MSU/COM for physician services during 2002 shall be based on a three (3) percent increase from the 2001 rate, and will be $148,445.75 per FTE.



BE IT FURTHER RESOLVED, that Ingham County will also pay Michigan State University for hospital rounding services, at the Medicaid fee-for-service rate, provided to HMO enrolled patients of the Health Department and that the rate of payment shall remain the same as set out in the initial agreement..



BE IT FURTHER RESOLVED, that the Board of Commissioners authorizes a second amendment to the physician services agreement with MSU/COM which will require MSU/COM physicians to comply with contractual terms and conditions required of Ingham County by Qualified Health Plans when such physicians provide services to enrollees of such Qualified Health Plans.



BE IT FURTHER RESOLVED, that the Board Chairperson is authorized to sign the amendment after review by the County Attorney.
