RESOLUTION AUTHORIZING THE PARKS BOARD TO IMPLEMENT A VEHICLE ENTRANCE FEE AT BURCHFIELD PARK, HAWK ISLAND PARK AND LAKE LANSING PARK SOUTH EFFECTIVE JANUARY 1, 2002

WHEREAS, the ability of the county government to expand and maintain recreational opportunities to Ingham County residents through provision of a county park system is constrained by limited growth in general fund revenues and by competing demands for other county expenditures; and



WHEREAS, with appropriate design, revenues to support park operations can be generated through user fees with minimal impact on park users.



THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes the Parks Board, at its discretion, to implement a daily Vehicle Entrance Fee not exceeding $3.00 per vehicle, at Hawk Island Park and Lake Lansing Park South only, effective no earlier than January 1, 2002.



BE IT FURTHER RESOLVED, that implementation of any fee by the Parks Board must meet the following conditions:



a) The vehicle entrance fee is to be equal and to be applied at Burchfield, Hawk Island, and Lake Lansing Park South, except that a vehicle entrance fee is not to be charged at Hawk Island until the beach is open;



b) As an alternative to the daily vehicle entrance fee, the Parks Board will provide an option of purchasing an annual vehicle entrance permit not to exceed $15;



c) A workable system will be implemented for admitting low income persons for no charge;



d) No vehicle entrance fees are to be charged at Lake Lansing Park South starting one hour prior to evening band shell events;



e) No vehicle entrance fees are to be charged to non-motorized vehicles;

f) Fees are to be collected only from 9:00 am until closing;



g) The proceeds of the vehicle entrance fee will be deposited into the Parks Fund;



h) The Parks Board may take into account the effectiveness of collecting the fees.



BE IT FURTHER RESOLVED that the Ingham County Parks Board will hold a public hearing on any vehicle entrance fees before any presentation is made to the Ingham County Board of Commissioners or any statutory committee of the Ingham County Board of Commissioners.

BE IT FURTHER RESOLVED, that the Parks Board is to provide the Administrative Services / Personnel and Finance Committees of the Board, for their review and comment, a description of any vehicle entrance fees it intends to implement, at least 60 days prior to its proposed implementation date.
