RESOLUTION TO AUTHORIZE A HAZARDOUS WASTE FACILITY GRANT AGREEMENT WITH THE MICHIGAN DEPARTMENT OF AGRICULTURE, APPROPRIATE FUNDS AND AUTHORIZE USE OF CONTINGENCY FUNDS



RESOLUTION #01-254



WHEREAS, the Ingham County Health Department has operated a Household Hazardous Waste Collection activity since 1985; and



WHEREAS, the existing facility used for the collection of household hazardous waste is the garage located at the Human Services Building site between the County Youth Facility and the Human Services Building; and



WHEREAS, the garage facility is needed for other purposes and presents environmental challenges for such uses; and



WHEREAS, the Ingham County Solid Waste Management Plan adopted by the Board of Commissioners in 2000 includes an objective to "...expand the existing household hazardous waste collection program to include more items and develop a strategy to fund and site a permanent collection program"; and



WHEREAS, the 2002 Capital Improvement Plan includes a request for a hazardous waste collection facility to be located on the property of the Human Services Building; and



WHEREAS, the Michigan Department of Agriculture has offered a $33,000 grant to pay for a portion of the cost of constructing the facility, estimated at $84,000; and



WHEREAS, the Health Officer has recommended that the Board of Commissioners authorize the agreement with the Department of Agriculture, recognize $36,000 in unanticipated solid waste related revenue in FY 2001 and authorize $15,000 to be expended from the 2001 Contingency Fund to pay for the facility.



THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes a Clean Sweep Pesticide Collection Program grant agreement with the Michigan Department of Agriculture.



BE IT FURTHER RESOLVED, that the period of the agreement shall be August 1, 2001 through September 30, 2001 for the purposes of the site improvements and purchase of the prefabricated household hazardous waste storage facility, with the Department of Agriculture contributing $33,000 during that period.



BE IT FURTHER RESOLVED, that the overall grant period shall extend through September 30, 2001 with Ingham County being obligated to continue the household hazardous collection program during that time and to utilize the facility for that purpose during that period.



BE IT FURTHER RESOLVED, that Michigan Department of Agriculture shall make annual commitments, contingent upon funds being appropriated, to pay for the disposal of pesticides collected through the Ingham County program from residents of Clinton, Eaton, Ingham, Livingston and Shiawassee Counties.

BE IT FURTHER RESOLVED, that the Board of Commissioners appropriates $36,000 to the Health Fund for FY 2001 for the purpose of supporting the cost of site improvements and the purchase of the prefabricated facility, from unanticipated revenues from Waste Management of Michigan.



BE IT FURTHER RESOLVED, that the Board of Commissioners authorizes the expenditure of up to $15,000 from 2001 Contingency Fund for the purpose of supporting the cost of site improvements and the purchase of the prefabricated facility.



BE IT FURTHER RESOLVED, that the Controller is authorized to make the necessary adjustments to the Health Department's 2001 and 2002 budgets to implement this resolution and that the Board Chairperson is authorized to sign the agreement with the Michigan Department of Agriculture after review by the County Attorney.
