RESOLUTION TO AUTHORIZE A SPECIALIZED COMMUNITY BASED CARE COORDINATION PROVIDER AGREEMENT WITH KIDS CARE OF MICHIGAN



RESOLUTION #01-255



WHEREAS, the Ingham County Health Department is a community site (locally based services) for the State's Children's Special Health Care Services Program (CSHCS); and



WHEREAS, the CSHCS Program is moving to serve enrolled children and families through managed care organizations; and



WHEREAS, Ingham County has CSHCS agreements with the Michigan Department of Community Health and with the two managed care organizations providing direct services to eligible families and children: Children's Choice of Michigan and Kids Care of Michigan; and



WHEREAS, the Board of Commissioners adopted Resolution No. 01-233 in July 2001 with the intent of authorizing an expansion of the locally based services in Ingham County to be funded by the State and payments from the two CSHCS managed care organizations; and



WHEREAS, Kids Care of Michigan has advised the County that it is necessary to enter into a second agreement specifically for "Specialized Community Based Care Coordination Provider" services in order to make payments to the County for such services; and



WHEREAS, the Health Officer has recommended that the Board of Commissioners authorize the Specialized Community Based Care Coordination Provider agreement with Kids Care of Michigan.



THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes a Specialized Community Based Care Coordination (SCBCC) Provider Agreement with Kids Care of Michigan to facilitate the expansion of the Locally Based Services for families of children with special health care needs authorized in Resolution No. 01-233.



BE IT FURTHER RESOLVED, the issues addressed in the SCBCC Provider agreement will include, establishment of required credentials for providers, description of the services to be provided, establishment of insurance requirements, establishment of a dispute resolution mechanism and setting of the rate and method of payment for service provided to enrolled and eligible children.



BE IT FURTHER RESOLVED, that the Board Chairperson is authorized to sign the agreement after review by the County Attorney.
