RESOLUTION AMENDING THE BOARD RULES TO ALLOW COMMISSIONERS TO PARTICIPATE IN MEETINGS BY TELEPHONE



RESOLUTION # 01-278



WHEREAS, it has been requested that Commissioners unable to attend board or committee meetings due to medical reasons be permitted to participate via telephone; and



WHEREAS, the Board of Commissioners wish to grant this request.



THEREFORE BE IT RESOLVED, that the Ingham County Board Rules are hereby amended as follows:



V. CONDUCT OF BOARD MEETINGS.



A. A majority of the members of the County Board of Commissioners shall constitute a quorum for the transaction of the ordinary business of the County, and questions which arise at meetings shall be determined by the votes of a majority of the members present, except upon the final passage or adoption of a measure or resolution, or the allowance of the claim against the county, in which case a majority of the members elected and serving shall be necessary. Commissioners unable to attend due to medical reasons shall be permitted to participate in the discussion and votes of committee and board meetings by telephone provided that the requirements of the Open Meetings Act are met and that a quorum is physically present. Commissioners participating by telephone shall be considered present (by telephone), but are not entitled to a per diem payment for that meeting.



BE IT FURTHER RESOLVED, that this new provision will end on December 31, 2001, unless further action is taken by the Board of Commissioners.
