RESOLUTION TO AUTHORIZE ENTERING INTO CONTRACT WITH THE STATE COURT ADMINISTRATIVE OFFICE FOR THE NEXT GENERATION MODEL TRIAL COURTS IMPLEMENTATION PLAN GRANTS



RESOLUTION #01-309



WHEREAS, the Ingham County Circuit Court applied for funds for the Next Generation Model Trial Courts Project and has been approved by the State Court Administrative Office to receive several grants; and



WHEREAS, Grant #1 "Coordinated Trial Court Operations" "Improved Access to Justice" will provide a Public information office, Information Resource Specialist position who will coordinate all public education activities for both the Circuit and Probate Courts along with creating a Public Speaking Bureau with the total cost for Grant #1 being $100,000.00, including $75,000.00 in grant funds and the local in-kind match requirement from the court being 25% ($25,000.00); and



WHEREAS, Grant #2 "Simplified Administrative Infrastructure" "Family-focused Delivery of Trial Court Services" will provide assistance in implementing the reorganization of the Family Division of the Circuit Court including administrative consolidation, program coordination and consolidation between juvenile and domestic relations with the total cost for Grant #2 being $20,000.00, including $15,000.00 in grant funds and the local in-kind match requirement from the court being 25% ($5,000.00); and



WHEREAS, Grant #3 "Modernized Technology" "Streamlined Docket Processes" will provide installation of video arraignments and plea capability by providing video infrastructure for the Jail, Youth Facility, and Veterans Memorial Courthouse/Grady Porter Building combined facilities with the total cost for Grant #3 being $100,000.00, including $75,000.00 in grant funds and the local in-kind match requirement from the court being 25% ($25,000.00); and



WHEREAS, grant funds in the amount of $5,000.00 from Capital Region Community Foundation were previously authorized for these purposes; and



WHEREAS, the Ingham County Circuit Court shall use the grant money for the purposes described in the grant requests and in accordance with the approved budgets.



THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners approves entering into contract for three Next Generation Model Trial Courts Project grants from the State Court Administrative Office for a total project cost of $220,000.00 including $165,000.00 in Grant funds and an Ingham County match of $55,000.00 being entirely from in-kind funds from existing budgets during the time period of October 1, 2001 through September 30, 2002.



BE IT FURTHER RESOLVED, the Ingham County Board of Commissioners authorizes the Board Chairperson and the County Clerk to sign any necessary contract documents that are consistent with this resolution and approved as to form by the County Attorney.

BE IT FURTHER RESOLVED, that the Ingham County Board of Commissioners hereby establishes a Public information office, Information Resource Specialist grant position with the salary grades and levels to be set by the Administrative Services/Personnel Committee to be effective the date of the contract and subject to the availability of grant funds.



BE IT FURTHER RESOLVED, that the Ingham County Board of Commissioners directs the Controller to make the necessary budget adjustments in the Ingham County Circuit Court's 2001 and 2002 budgets and Position Allocation list.
