RESOLUTION TO CONTRACT WITH THE CENTER FOR REMOTE SENSING AND GEOGRAPHIC INFORMATION SCIENCE AT MICHIGAN STATE UNIVERSITY FOR PARCEL DIGITIZING SERVICES



RESOLUTION #01-34



WHEREAS, the Ingham County Equalization/Tax Mapping Department is interested in upgrading its mapping capabilities by digitizing its property tax maps; and



WHEREAS, the Ingham County Board of Commissioners recognized the need for digitizing of the County's property tax maps by authorizing initial funding of $25,000 in 2001 budget; and



WHEREAS, the Department has been working with the students and faculty of Michigan State University's Center for Remote Sensing and Geographic Information Science; and



WHEREAS, the results of these efforts produce a digitized parcel map product acceptable to the Department for current and future use.



THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes a contract with the Center for Remote Sensing and Geographic Information Science at Michigan State University for parcel digitization services.



BE IT FURTHER RESOLVED, that said contract shall specify a cost of $2.00 per property tax parcel for digitization and a cost of $2.50 per sheet for the scanning of aerial photographs.



BE IT FURTHER RESOLVED, that the digitization services to be provided by Michigan State University's Center for Remote Sensing and Geographical Information Science shall include but are not limited to, the collection and processing of GPS (Global Positioning Systems) points for geo-referencing; the registering, rectifying, and mosaic equalization map data; the digitization of parcels; and the entering of parcel identification attribute data.



BE IT FURTHER RESOLVED, that the initial contract amount shall not exceed $25,000.



BE IT FURTHER RESOLVED, that said contract amount may be increased up to an amount not to exceed $200,000 as funds become available as certified by the County Controller.



BE IT FURTHER RESOLVED, that the Chairperson of the Ingham County Board of Commissioners and the Ingham County Clerk are authorized to sign said contract and subsequent amendments upon certification by the County Controller and approval as to form by the County Attorney.
