INGHAM COUNTY BOARD OF COMMISSIONERS

RESOLUTION TO AUTHORIZE EXPENDITURE FROM CONTINGENCY FUND FOR A HOMELESSNESS PREVENTION CHALLENGE GRANT

RESOLUTION #01-345

WHEREAS, Public Act 123 of 1999 made changes to the law about paying property taxes; and

WHEREAS, the time period to pay delinquent property taxes has been shortened from five (5) years to two (2) years and the phase in of the new law requires that Ingham County property tax payers pay delinquent taxes for 1997 and 1999 in March of 2002 or lose their homes; and

WHEREAS, there exist a Homeless Prevention Challenge Grant program funded through the Michigan State Housing Development Authority (MSHDA) and the United States Department of Housing and Urban Development and administered through the Council of Michigan Foundations; and

WHEREAS, it is in the best interest of Ingham County and the City of Lansing to go to extraordinary steps to prevent the loss of residences; and

WHEREAS, the Continuum of Care for each county in the Tri-County area is supported by MSHDA and HUD as a mechanism to coordinate services to the target population; and

WHEREAS, the Capital Region Community Foundation has established an endowment fund to receive the matching grant funds to support the Continuum of Care efforts to keep people in their homes; and

WHEREAS, MSHDA has reprogrammed dollars available to increase the current grant award held by the Foundation in the Ingham County Homelessness Prevention Endowment; and

WHEREAS, the County desires to further the coordinating relationship between the City of Lansing's Treasurer Office and the County of Ingham's Treasurer Office and the Continuum of Care Group in Ingham County and assist in increasing the matching grant program funds held by the Capital Area Community Foundation.

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorize the allocation of $10,000 from the 2002 contingency fund to go with additional funds from the City of Lansing and others to provide a dollar for dollar match for an addition grant application for $35,000 from the Michigan State Housing Development Authority Homeless Prevention Grant program.

BE IT FURTHER RESOLVED, that the Controller is hereby directed to take all necessary actions to carry out this resolution.

BE IT FURTHER RESOLVED, that this matter shall come back to the Board of Commissioners for final approval before any final agreements are signed.

BE IT FURTHER RESOLVED, that prior to final consideration by the Board of Commissioners, the County Treasurer shall provide the criteria by which applicants will be chosen for the program.
