RESOLUTION TO MAKE STAFFING CHANGES IN THE HEALTH DEPARTMENT



RESOLUTION #01-41



WHEREAS, the Health Department operates a network of clinics to serve low-income and Medicaid eligible persons, (about 17,000 persons in managed care arrangements such as PHP, McLaren Health Plan, Ingham Health Plan and the Medical Access Plan) and several thousand persons that use the Health Department for family planning services, sexually transmitted disease services, adolescent health services, etc., which results in about 80,000 patient visits per year; and



WHEREAS, one of the challenges of operating the network of health centers, is employing and scheduling the provider staff that can efficiently meet the needs of the patient population; and



WHEREAS, the makeup of the provider staff changes periodically, for example, recently a Nurse Practitioner left Ingham County employment as the result of a move to another community and a new full-time physician was employed; and



WHEREAS, the clinic management staff, lead by Bruce Miller, Director of Community Health Services, has recommended that the Board of Commissioners authorize changes in the status of several positions to accommodate the needs of the health centers to efficiently address the needs of the patient population; and



WHEREAS, the Health Officer supports the recommendations of the clinic management team and advises the Board of Commissioners that the changes do not increase expenditures within salary and fringe line items nor to the budget as a whole.



THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes the following personnel changes in the Health Department effective February 14, 2001:



Position HLHCAN003, Nurse Practitioner (ICEA N7) is eliminated.



Two part-time Clinic Nurse (ICEA N1) positions are created.



Position HLHADO014, Nurse Practitioner (ICEA N7) is changed from full-time shared-time to part-time status.



A new three-quarter time Nurse Practitioner position is created.
