INGHAM COUNTY BOARD OF COMMISSIONERS



RESOLUTION TO AUTHORIZE AN ABSTINENCE PROGRAM SUBCONTRACT WITH THE CITY OF LANSING, TO RECOGNIZE FEDERAL ABSTINENCE GRANT AND TO AUTHORIZE STAFFING CHANGES IN THE HEALTH DEPARTMENT



RESOLUTION #01-42



WHEREAS, the Health Department has been working for more than five years with a coalition of diverse community members to develop and provide abstinence education and alternative activities for youth and their parents; and



WHEREAS, the City of Lansing acts as the fiduciary agent for an Abstinence Program grant from the Michigan Department of Community Health; and



WHEREAS, the City of Lansing has subcontracted the major activities of the Abstinence Program to Ingham County to be implemented through the Health Department; and



WHEREAS, the City of Lansing has offered to subcontract for Fiscal Year 2000-2001 to continue the Abstinence Program services; and



WHEREAS, the County was awarded a Federal Abstinence Program Grant for Fiscal Year 1999-2000 from which approximately $65,000 will be carried forward into FY 2001 and a new award of $144,340 was made for FY 2001; and



WHEREAS, the activities associated with the Abstinence Program are implemented without financial support from Ingham County; and



WHEREAS, the Health Officer has recommended that the Board of Commissioners authorize the subcontract with the City of Lansing and authorize budget amendments to accept additional funds from the Federal Government.



THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes a subcontract with the City of Lansing to implement an initiative intended to support abstinence from drugs, alcohol, tobacco and sexual activity among young people, ages nine to fifteen.



BE IT FURTHER RESOLVED, that the period of the subcontract shall be October 1, 2000 through September 30, 2001 and that the City of Lansing will reimburse Ingham County up to $125,000 for expenditures identified in the subcontract budget.



BE IT FURTHER RESOLVED, that the Board of Commissioners accepts the award of a Federal Abstinence Program grant in the amount of $144,340 for Fiscal Year 2000-2001 and accepts the carry-forward of FY 1999-2000 Federal Abstinence Programs funds into FY 2000-2001 in the amount of $65,000.



BE IT FURTHER RESOLVED, that the Board of Commissioners authorizes the award of mini-grants to area agencies and organizations for the purpose of abstinence education programs, with individual grants between $500 and $4,000 and totaling no more than $10,000.



BE IT FURTHER RESOLVED, that the Board of Commissioners authorizes the award of mini-grants to area agencies, organizations or individuals to conduct after school abstinence education activities, with individual grants of approximately $3,900 and totaling no more than $58,500.



BE IT FURTHER RESOLVED, that the Board of Commissioners authorizes an evaluation contract with the Institute of Children Youth and Families of Michigan State University, not exceed $9,630 for the period September 16, 2000 through September 30, 2001.

BE IT FURTHER RESOLVED, that small contracts for storage space and for the use of recreational facilities to house abstinence related activities are authorized, not to exceed $1,000 individually or $7,000 in total.



BE IT FURTHER RESOLVED, that a part-time Assistant Social Worker (ICEA Professional 03) position, a full-time Community Health Representative III (UAW TOPS E) position be created for the duration of the grant awards.



BE IT FURTHER RESOLVED, that position number HLHADO016 shall be reclassified from Assistant Social Worker (ICEA Professional 03) to Lead Social Worker (ICEA Professional 06).



BE IT FURTHER RESOLVED, that the MIS Department Director is authorized to purchase computer equipment and software to support the implementation of the Abstinence Program, not to exceed $4,500.



BE IT FURTHER RESOLVED, that the Controller is authorized to adjust the Health Department's 2001 budget to implement this resolution.



BE IT FURTHER RESOLVED, that the Board Chairperson is authorized to sign the subcontract with the City of Lansing, any documents with the US Department of Health and Human Services and the mini-grants after review by the County Attorney.
