INGHAM COUNTY BOARD OF COMMISSIONERS



RESOLUTION TO AUTHORIZE A CONTRACT FOR INTERIM MEDICAL DIRECTOR - MEDICAL EXAMINER SERVICES AND TO AMEND CONTRACTS WITH BARRY-EATON DISTRICT AND IONIA COUNTY HEALTH DEPARTMENTS AND TO AUTHORIZE CERTAIN EMPLOYEE BENEFITS



RESOLUTION #01-44



WHEREAS, Dean Sienko, M.D., MS has served as the Medical Director of the Health Department and as the County's Medical Examiner since December, 1988; and



WHEREAS, Dr. Sienko has also served as a member of the armed forces for 19 years, and is currently a Colonel in the Army Reserve, and serves as Commander of a medical group; and



WHEREAS, Dr. Sienko has received orders calling him to active duty for 270 days, commencing March 8, 2001, during which time he will serve as Commander of the Medical Task Force within the U.S. Sector of Kosovo and will be the U.S. Surgeon in Kosovo; and



WHEREAS, it is necessary to provide for the interim medical direction of the Health Department, and through contracts for these same services in Barry-Eaton District Health Department and in the Ionia County Health Department, and for the operation of the Ingham County Medical Examiner's Office; and



WHEREAS, Dr. Sienko has proposed a contract with Dennis Jurczak, M.D. to serve as the Acting Medical Director and Acting Chief Medical Examiner during the period of his active military service; and



WHEREAS, the Health Officer recommends that the Board of Commissioners authorize the contract with Dr. Jurczak, approve a leave of absence for Dr. Sienko, authorize amendments to the medical direction contracts with Barry-Eaton District and Ionia County Health Departments and authorize the continuation of health and dental benefits for Dr. Sienko and his family during the period of his active military service.



THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners approves an unpaid leave of absence for Dean Sienko, M.D., MS for up to 270 days to accommodate his call to active military duty to serve as Commander of the medical task force within the U.S. Sector in Kosovo and U.S. Surgeon in Kosovo.



BE IT FURTHER RESOLVED, that the Board of Commissioners authorize the continuation of health insurance and dental insurance benefits for Dr. Sienko and his family during the period of his unpaid leave for active military duty.



BE IT FURTHER RESOLVED, that the Human Resources Director will review the existing policies related to compensation and benefits for County employees on Military Leave and present any recommendations for changes to the Administrative Services/Personnel Committee



BE IT FURTHER RESOLVED, that the Board of Commissioners authorize a contract for services with Dennis Jurczak, M.D. to serve as Acting Medical Director and Acting Chief Medical Examiner during the period of Dr. Sienko's active military duty.



BE IT FURTHER RESOLVED, that Dr. Jurczak shall be compensated at the rate of $3,200 per month during the period of his service as Acting Medical Director and Acting Medical Examiner, and that he shall work approximately 16 hours per week during that period.

BE IT FURTHER RESOLVED, that the Board of Commissioners authorizes amendments to the contracts with Barry-Eaton District and Ionia County Health Departments to adjust the compensation during the period of Dr. Sienko's active military duty, from the rate of $3,200 per month to $2,135 per month.



BE IT FURTHER RESOLVED, that the Board Chairperson is authorized to sign the contract with Dr. Jurczak and the amendments to the contracts with Barry-Eaton District and Ionia County Health Departments after review by the County Attorney.
