INGHAM COUNTY BOARD OF COMMISSIONERS

RESOLUTION APPROVING IMPLEMENTATION OF A LOW INCOME PARK VEHICLE FEE POLICY

RESOLUTION #02-285

WHEREAS, the Ingham County Board of Commissioners requested that the Parks Board recommend a Vehicle Fee Implementation Policy for low income residents; and

WHEREAS, an Ad Hoc Committee of the Ingham County Parks Board was established to research various options for making Ingham County parks accessible to everyone regardless of income and disseminating information regarding low income entrance alternatives; and

WHEREAS, the Ad Hoc Committee sought advice from 21 agencies, serving low income residents; and

WHEREAS, a number of these agencies expressed interest in assisting in the distribution of free passes and information; and

WHEREAS, the Ingham Parks Board, at its November 25, 2002, meeting approved Parks Board Resolution #30-02 "Recommendation Regarding the Implementation of a Low Income Park Vehicle Fee Policy."

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners approves implementation of the following Low Income Park Vehicle Fee Policy:

• �Effective date will be January 1^st, 2003.



• �A free daily pass will be issued to a person who signs a form listing their name, address, and stating that paying the vehicle fee would be a hardship. A free annual pass will be mailed to the address listed on the application.



• �Daily passes will also be made available free of charge through agencies recognized by the Ingham County Board of Commissioners and the Ingham County Parks Board as serving low-income residents or from the Ingham County Parks Department Office.



• �These agencies will be authorized to provide certificates that can be exchanged for an annual pass at park sites or the Parks Department Office.

• �The form used will state that the information will be treated confidentially.

• �Signs with these policies will be posted at the entrance gates of Burchfield Park, Lake Lansing Park-South, and Hawk Island County Park.

• �A prominent sign will be posted at each collection point, facing traffic, which states "Ingham County welcomes everyone to our parks. If paying the vehicle fee would be a hardship, please ask the attendant to waive the fee.

BE IT FURTHER RESOLVED, that the Board of Commissioners commends the Parks Board for its effort in developing this policy.
