RESOLUTION SUPPORTING THE USE OF ORIGINAL EQUIPMENT
MANUFACTURER (OEM) PARTS IN THE REPAIR OF CRASH DAMAGE AND THE
USE OF OEM AND OR PARTS THAT MEET OR EXCEED OEM SPECIFICATIONS
WITH RESPECT TO THE REGULAR MAINTENANCE AND REPAIR OF VEHICLES
OWNED BY INGHAM COUNTY
RESOLUTION #98-106
WHEREAS, the county purchases and maintains vehicles for certain departments within county
government as they are essential to carrying out the functions of those departments and offices;
and
WHEREAS, in the majority of cases, those same vehicles are repaired by the authorized dealers
of the auto makers who use new or remanufactured original equipment manufacturer (OEM)
parts with respect to replacement repairs such as spark plugs, lubricants, brake parts, belts and
filters, although research suggests there is negligible variance in the quality of these parts and
aftermarket replacement parts, other than crash parts; and
WHEREAS, aftermarket crash parts such as fenders, bumpers, and hoods show a greater degree
of variance in quality when compared to OEM parts suggesting that these aftermarket crash parts
should not be purchased in lieu of OEM crash parts; and
WHEREAS, any air bag, seat belt, shoulder belt or other occupant restraint parts other than new
OEM parts offer a significant variance in quality and potential risk when compared to the same
used, salvaged, reconditioned or remanufactured OEM parts suggesting that these parts should
not be purchased in lieu of new OEM parts; and
WHEREAS, it is the county's intent to raise the level of conscious decision making regarding the
use of OEM parts for crash repairs when addressing the question of which crash parts to buy
while at the same time, not impeding the repair services to departments when such parts may not
be reasonably available within the time frames necessary for completion of repairs; and
WHEREAS, it is the county's intent to raise the level of conscious decision making regarding the
use of OEM parts or parts that are certified by the manufacturer to meet or exceed OEM
specifications and remanufactured or rebuilt OEM parts and parts meeting OEM specifications
remanufactured or rebuilt to OEM specifications when addressing the question of which
maintenance or repair parts other than crash parts to buy or specify in having repairs made.
THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners hereby
supports the use of original equipment (OEM) crash parts in the crash repair or body restoration
of county owned vehicles.
BE IT FURTHER RESOLVED, that only new OEM air bags, seat belts, shoulder belts and
occupant restraint parts should be purchased or specified for the repairs to county owned
vehicles.

BE IT FURTHER RESOLVED, that this resolution shall not preclude the use of replacement
window glass or mirrors that meet OEM specifications, nor shall it preclude the use of
remanufactured or reconditioned OEM bumpers in making crash and body or other repairs to
county owned vehicles.
BE IT FURTHER RESOLVED, that the Ingham County Board of Commissioners hereby
supports the use of OEM repair parts and repair parts certified by the manufacturers,
remanufacturer or rebuilder to meet or exceed OEM specifications for the repairs to county
owned vehicles.
BE IT FURTHER RESOLVED, that in the case of unavailability, use of any parts other than
OEM parts in making crash or body repairs, and the use of any parts other than new OEM parts
in the case of air bags, seat belts, shoulder belts and occupant restraint parts, with the exception
of window glass and mirrors, must receive prior approval from the Purchasing and Properties
director so as not to impede the progress of needed repairs but at the same time monitor any
deviations from the use of OEM parts.
BE IT FURTHER RESOLVED, that the use of any vehicle repair or maintenance parts which are
not certified to meet or exceed OEM specifications must receive prior approval from the
Purchasing and Properties director so as not to impede the progress of needed repairs but at the
same time monitor any deviations from the use of OEM parts or parts that meet or exceed OEM
specifications or parts remanufactured or rebuilt to OEM specifications.
