RESOLUTION RECOMMENDING APPROVING OF AN AGREEMENT BETWEEN INGHAM COUNTY AND THE CITY OF LANSING TO DEVELOP A SOCCER COMPLEX AT THE AURELIUS ROAD LANDFILL SITE AND TO LEASE THE COMPLEX TO THE COUNTY FOR

OPERATION BY THE INGHAM COUNTY PARKS DEPARTMENT



RESOLUTION #98-11



WHEREAS, the Ingham County Parks Master Plan was developed under the direction of the Ingham County Board of Commissioners to establish a systematic plan to meet the goal of providing adequate recreational facilities for the residents of Ingham County; and



WHEREAS, during the Master Planning process, a series of public workshops was held during which participants identified a need to develop additional soccer facilities around the Lansing metropolitan area; and



WHEREAS, a task force comprised of Ingham County citizens with an interest in youth and adult soccer in Ingham County, after meeting for more than a year recommended a joint project between the County and the City of Lansing be pursued to develop a soccer complex on a site owned on Pine Tree Road by the City of Lansing; and



WHEREAS, the City of Lansing has proposed that building the complex on the Aurelius landfill site would be a wiser plan from a land use standpoint in addition to allowing for a larger facility and leasing the complex to Ingham County for operation by the Ingham County Parks Department; and



WHEREAS, it is necessary to enter into an agreement to delineate the responsibilities and rights of the parties for the joint project and a lease of the completed soccer complex to Ingham County.



THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners approve entering into an agreement with the City of Lansing for the joint development of a soccer complex on the Aurelius Rd. Landfill site.



BE IT FURTHER RESOLVED, that the Ingham County Board of Commissioners approve entering into a Lease for the soccer complex with the City of Lansing, with the City as Landlord and the County as Tenant, authorizing the Ingham County Parks Department to operate the complex for a fifteen year term and rental payments by the County to the City of $1.00 per year.

BE IT FURTHER RESOLVED, that the Board Chairperson and County Clerk be authorized to sign the necessary Agreement and Lease documents contingent upon approval as to form by the County Attorney.
