RESOLUTION TO AUTHORIZE AN INTERGOVERNMENTAL TRANSFER AND TO AUTHORIZE CONTRACTS WITH THE INGHAM HEALTH PLAN CORPORATION



RESOLUTION #98-156



WHEREAS, Ingham County has an objective to assure access to appropriate levels of health care for Ingham County residents; and



WHEREAS, the Health Department has a goal of having all residents participating in an organized system of health care by 2005; and



WHEREAS, the County has supported the development of the Ingham Health Plan Corporation to serve as a vehicle for a health benefit plan to serve approximately 14,500 persons, including, 1) Low-income, employed individuals and dependants who are uninsured, 2) Newly-employed Medicaid clients and dependants who have exhausted traditional Medicaid benefits, 3) Newly-employed individuals and dependents formerly receiving forms of public assistance other than Medicaid who are uninsured, and 4) Other indigent individuals and dependents.



WHEREAS, Ingham County, the State of Michigan and the Federal Government will contribute to the funding to be made available to the Ingham Health Plan Corporation to implement the health benefit plan, which will include, a) primary care physician services, b) specialist physician services, c) laboratory services, d) pharmacy services, and e) outpatient and inpatient hospital services; and



WHEREAS, the State of Michigan will issue a Medicaid Policy Bulletin to authorize a special Disproportionate Share Hospital (DSH) Program to facilitate payments to Ingham County hospitals that meet the federal minimum requirements for Medicaid DSH and have a signed Indigent Care Agreement to purchase managed health care for indigent patients; and



WHEREAS, the Medicaid Policy Bulletin will establish that the DSH payments will be funded by local funds supplied using an intergovernmental transfer, state funds which will not exceed the estimated level of funds that would have been expended for the State Medical Program in Ingham County and Federal matching funds; and



WHEREAS, the non-profit Ingham Health Plan Corporation has been formed with purposes which include promoting, arranging, and managing an effective system for quality coordinated health care in a manner which decreases the cost of health care services to the community at large for persons unable to pay for such care; and



WHEREAS, the Ingham Health Plan Corporation is prepared to contract with Ingham County to secure the resources of the Health Department's community health center network to serve a minimum of 11,000 persons enrolled in the Ingham Health Plan; and

WHEREAS, the Ingham Health Plan Corporation is prepared to contract with Ingham County to secure administrative services to support the Corporation and to assure mechanisms exist to determine eligibility and to enroll persons into the Ingham Health Plan; and



WHEREAS, the Controller and the Health Officer recommend that the Board of Commissioners authorize the intergovernmental transfer of $2 million from the 1999 appropriation to the Health Fund and authorize contracts with the Ingham Health Plan Corporation to provide health care services to a minimum of 11,000 enrolled persons and to provide administrative support services to the Corporation.



THEREFORE BE IT RESOLVED, the Ingham County Board of Commissioners authorizes the County Treasurer and the County Controller to implement an intergovernmental transfer of $2 million to the State of Michigan with the purpose of contributing to a new Disproportionate Share Hospital pool which will be used to assure continued access to medical care for the indigent population in Ingham County, said funds to be added to State funds budgeted for the State Medical Program in Ingham County and matched by Federal funds, to be paid to Ingham County hospitals that have signed Indigent Care Agreements with the Ingham Health Plan Corporation.



BE IT FURTHER RESOLVED, that the intergovernmental is authorized once the following conditions are in place:



BE IT FURTHER RESOLVED, that the Ingham County Board of Commissioners authorizes a contract with the Ingham Health Plan Corporation whereby the Health Department will provide administrative support services to the Corporation and will assure that a mechanism is in place to determine eligibility and to enroll persons potentially eligible for the Ingham Health Plan, services and assurances for which Ingham County will receive $2 per member per month (PMPM) for the 14,500 actual or potential enrollees in the Ingham Health Plan.



BE IT FURTHER RESOLVED, that the Ingham County Board of Commissioners authorizes a contract with the Ingham Health Plan Corporation whereby the Health Department will provide health care services to a minimum of 11,000 persons enrolled in the Ingham Health Plan, services for which Ingham County will receive $24 PMPM for primary care and speciality physician services for a minimum of 11,000 potential Ingham Health Plan enrollees, or the actual number assigned to the Ingham County Health Department, whichever number is greater.

BE IT FURTHER RESOLVED, that the County is authorized to execute contracts with speciality care physicians and other providers necessary to implement the speciality care responsibilities to Ingham Health Plan Enrollees, subject to review by the County Attorney.



BE IT FURTHER RESOLVED, that the Controller is authorized to adjust the 1999 Health Department Budget to implement this resolution.



BE IT FURTHER RESOLVED, that the Board Chairperson is authorized to sign the contracts authorized in this resolution after review by the County Attorney.
