RESOLUTION TO ACCEPT AN ACCESS TO HEALTH CARE GRANT FROM THE

ROBERT WOOD JOHNSON FOUNDATION



RESOLUTION #98-21



WHEREAS, approximately 35,000 persons in Ingham County lack health insurance; and



WHEREAS, the lack of health insurance leads to many personal and community problems; and



WHEREAS, a Community Coalition, including representation from Ingham County, Ingham Regional Medical Center, Sparrow Health System and St. Lawrence Hospital, have worked to develop a proposal to the Robert Wood Johnson Foundation to support a process in the community to study the alternative delivery and financing systems for developing an organized system of health care for uninsured persons in Ingham County; and



WHEREAS, the President of the Robert Wood Johnson Foundation has notified the Chairperson of the Ingham County Board of Commissioners that it will provide $450,000 over a three-year grant period to support the proposed project; and



WHEREAS, the Health Officer has advised that the project can be implemented with grant funds and with Ingham County funds already budgeted in 1998 and anticipated in 1999 and 2000.



THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners accepts the $450,000 Robert Wood Johnson Foundation grant to develop an organized system of health care for uninsured persons in Ingham County.



BE IT FURTHER RESOLVED, that the grant period shall be January 1, 1998 through December 31, 2000 and that the Robert Wood Johnson Foundation shall contribute $450,000 to the project and Ingham County shall contribute up to $137,192 to the project.



BE IT FURTHER RESOLVED, that a new Access to Health Project Coordinator position shall be established for the duration of the grant within the ICEA Professional Contract at the P-7 salary grade level ($34,108 - $49,822) and that the Human Resources Director and the Health Officer are authorized to offer a starting salary of up to step five ($44,061) of the salary range.



BE IT FURTHER RESOLVED, that position HLHFPL027 is eliminated.















RESOLUTION #98-21



BE IT FURTHER RESOLVED, that the MIS Director is authorized to expend up to $3,000 to purchase computer equipment and software to support the implementation of this grant project.



BE IT FURTHER RESOLVED, that a subcontract is authorized with the City of Lansing, whereby Ingham County will support the City of Lansing's efforts to organize and operate a set of Neighborhood Network Centers with a contribution of $70,000 per year in 1998, 1999 and 2000.



BE IT FURTHER RESOLVED, that the Controller is authorized to amend the Health Department's 1998 budget to implement this resolution.



BE IT FURTHER RESOLVED, that the Board Chairperson is authorized, after review by the County Attorney, to sign any documents necessary to accept the grant and initiate the project.
