RESOLUTION AUTHORIZING ENTERING INTO A CONTRACT

FOR LOCAL FACILITY EXPANSION PROGRAM GRANT FUNDS TO

CONSTRUCT A PROBATION RESIDENTIAL CENTER



RESOLUTION #98-217



WHEREAS, Ingham County submitted an application in FY 1997-1998 to the State of Michigan Department of Corrections for Local Facility Expansion Program grant funds to assist with construction costs for a Probation Residential Facility to be located on County owned land at Cedar Street and Jolly Road; and



WHEREAS, the State Office of Community Corrections has offered a contract to Ingham County

in the amount of $640,000, for a maximum of $8,000 per bed, for allowable construction costs for an 80 bed facility to expand local probation residential beds with an emphasis on programming and treatment; and



WHEREAS, the Law and Courts Committee directed that a study be conducted to identify any other suitable sites for the 80 bed capacity probation residential facility; and



WHEREAS, a Study Committee has identified six suitable sites as identified in the "Report On Site Options For A Probation Residential Center For Ingham County," dated August 28, 1998; and



WHEREAS, the State Office of Community Corrections has advised that it will accept a contract that identifies up to four possible sites; and



WHEREAS, the report of the Study Committee has been reviewed.



THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes entering into a contract with the State of Michigan Department of Corrections, in the amount of $640,000, for Local Facility Expansion Program grant funds to assist with construction costs for a probation residential facility.



BE IT FURTHER RESOLVED, that the Board of Commissioners identifies the following four sites as possible or potential locations for the Probation Residential Center;

BE IT FURTHER RESOLVED, that the Ingham County Board of Commissioners authorizes the County Controller, working with the Study Committee, the CCAB, and the appropriate Board Committees, to proceed with obtaining, from the four potential sites identified above, a final site and necessary local government approvals.



BE IT FURTHER RESOLVED, that the Controller and CCAB are to provide the Board of Commissioners with their recommendation as to the final site selection, based on likely success with obtaining the site and the necessary local government approvals.



BE IT FURTHER RESOLVED, that the CCAB is to provide the Board of Commissioners with a proposed program operator after completing an RFP process.



BE IT FURTHER RESOLVED, that the Controller and CCAB are to provide the Board of Commissioners with a project budget including the sources of funds required to purchase land (if necessary); construct the probation residential center; provide furnishings; and provide for start up and operational costs prior to the expenditure of funds for land purchase or construction.



BE IT FURTHER RESOLVED, that the program operator shall be required to develop an Advisory Committee, to include citizen representation, as recommended by the Study Committee.



BE IT FURTHER RESOLVED, that the Board Chairperson is authorized to sign any necessary contract documents consistent with this resolution and upon approval as to form by the County Attorney.
