INGHAM COUNTY BOARD OF COMMISSIONERS

RESOLUTION AUTHORIZING ENTERING INTO A CONTRACT WITH THE STATE OF MICHIGAN CRIME VICTIM SERVICES COMMISSION FOR THE PROSECUTING ATTORNEY'S OFFICE DOMESTIC VIOLENCE UNIT

RESOLUTION #98-230

WHEREAS, the Prosecuting Attorney has identified domestic violence as a continuing problem in Ingham County, with over 1,000 police call incidents each year resulting from family violence; and

WHEREAS, the Board of Commissioners has identified public safety and violence prevention as strategic planning priorities for the 1999 budget; and

WHEREAS, the State of Michigan Crime Victim Services Commission has awarded the Prosecutor's office a grant of $39,136 for the purpose of providing direct services to the victims of crime, to create a position of Domestic Violence Prevention Coordinator for the duration of the grant, and to provide staff and volunteer resources to this effort; and

WHEREAS, the local match portion of this grant (20%) is accomplished entirely with the valuation of volunteer labor and existing budget resources, and does not encumber additional county general fund dollars; and

WHEREAS, the Coordinator will be responsible for recruiting and maintaining a group of volunteer Court Advocates who will provide direct services to the victims of domestic violence, will be responsible for maintaining records of volunteer time pursuant to the local volunteer match requirements of the grant, and will assist the Prosecuting Attorney's office in the audit, performance/progress reports, and quarterly program reports.

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners hereby authorizes entering into a contract with the State of Michigan Crime Victim Services Commission for the Domestic Violence Unit grant for the time period of October 1, 1998 through September 30, 1999, for a total cost of $49,992 of which $39,152 are state funds and $10,840 is the local match to come entirely from the existing Prosecutor's budget.

BE IT FURTHER RESOLVED, that the Domestic Violence Prevention Coordinator grant position with the classification and pay range to be determined through the normal Human Resources policies is established in the Prosecuting Attorney's office for the duration of the grant contract, subject to the availability of grant funds, to be effective the first pay period after the adoption of this resolution.

BE IT FURTHER RESOLVED, that MIS is authorized to purchase a personal computer with a printer, related software as well as two pagers, one each for the Coordinator and the volunteer staff, with grant funds.

BE IT FURTHER RESOLVED, that the Controller is authorized to amend the Prosecuting Attorney's 1998 and 1999 budget and position allocation list consistent with this resolution.

BE IT FURTHER RESOLVED, that the Board Chairperson and the County Clerk are authorized to sign any contract agreements authorized by this resolution subject to review and approval as to form by the County Attorney.
