INGHAM COUNTY BOARD OF COMMISSIONERS

RESOLUTION TO AUTHORIZE A 1998-99 4C AGREEMENT

WITH THE FAMILY INDEPENDENCE AGENCY

RESOLUTION #98-243

WHEREAS, the Office for Young Children provides information and referral, training, and other services to day care organizations and to parents of children in Ingham, Clinton, Eaton and Shiawassee Counties; and

WHEREAS, the State of Michigan has provided financial support for these services for many years through State departments, and now through the Family Independence Agency; and

WHEREAS, the Michigan Family Independence Agency is proposing to extend an agreement for services through State Fiscal Year 1998-99; and

WHEREAS, the FIA has increased the scope of services for the 1998-99 period and has increased funding by $54,331.44 to support the additional work; and

WHEREAS, the Health Department's 1999 budget anticipated a continuation of 1997-98 service and funding levels, and additional resources are required to implement the expanded workloads from the FIA; and

WHEREAS, the Health Officer recommends that the Board of Commissioners authorize the proposed amendment to the Community Coordinated Child Care agreement with the Michigan Family Independence Agency and establishes two new temporary OYC positions (OYC Day Care Specialist and OYC Education Specialist).

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners hereby authorizes the 1998-99 Community Coordinated Child Care Agreement with the Michigan Family Independence Agency.

BE IT FURTHER RESOLVED, that the period of the agreement shall extend from October 1, 1998 through September 30, 1999 and that the State of Michigan shall reimburse Ingham County up to $202,794 for 1998-99 Fiscal Year expenses related to the scope and units of service included in the agreement.

BE IT FURTHER RESOLVED, that a Temporary OYC Education Specialist, UAW TOPS 07, position and Temporary OYC Day Care Specialist, ICEA P-3 position, shall be established for the duration of the agreement.

BE IT FURTHER RESOLVED, that the MIS Director is authorized to purchase one microcomputer workstation, up to $1,500 in value, to support the services delivered by the OYC.

BE IT FURTHER RESOLVED, that the County Controller is authorized to amend the Health Department's 1999 budget to include $15,000 in temporary salaries and wages, and $5,000 in contractual services and other budget adjustments to implement this resolution, and that the Board Chairperson is authorized to sign the agreement after review by the County Attorney.
