RESOLUTION AUTHORIZING SUBMISSION OF A GRANT APPLICATION

FOR LOCAL FACILITY EXPANSION PROGRAM FUNDS TO

CONSTRUCT A PROBATION RESIDENTIAL CENTER



RESOLUTION #98-43



WHEREAS, the Community Corrections application for FY 1997-1998 funding was approved by the Ingham County Board of Commissioners, the Lansing City Council, and the State Office of Community Corrections; and



WHEREAS, the FY 1997-1998 included plans to expand local probation residential beds with an emphasis on programming and treatment; and



WHEREAS, funds are available for application in FY 1997-1998 through the State of Michigan Department of Corrections Local Facility Expansion Program; and



WHEREAS, a study originally provided in 1995 and updated December 1997 by Wigen Tincknell Meyer & Associates for a newly constructed, 80 bed capacity probation residential facility to be sited on the County owned Jolly and Cedar complex estimates the cost of construction and furnishings at $1,577,915; and



WHEREAS, a maximum of $8,000 per bed for allowable construction costs (i.e., a total of $640,000 for an 80 bed facility) may be requested through the State Local Facility Expansion Program; and



WHEREAS, the estimated overall cost of construction and furnishings ($1,577,915) less the maximum amount available in grant funds ($640,000) leaves a remaining $937,915 that must be covered by local funds.

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes submission of a grant application to the State of Michigan Department of Corrections in the amount of $640,000 for Local Facility Expansion Program funds to assist with construction costs for a probation residential facility to be located on the County owned Jolly and Cedar Complex.



BE IT FURTHER RESOLVED, that the Ingham County Board of Commissioners shall develop a plan to identify local funds in an amount (estimated at $937,915) required to complete the probation residential center construction project and to provide furnishing for the facility.
