RESOLUTION AUTHORIZING REQUEST FOR PROPOSALS FOR ANALYZING AND DEVELOPING DEPRECIATION AND EQUIPMENT CHARGE BACK COSTS FOR ALL COUNTY COMPUTER, TELECOMMUNICATIONS, AND ASSOCIATED SYSTEMS



RESOLUTION #98-47



WHEREAS, since the inception of its strategic plan, the county has allocated significant funds toward its long range objective of maximizing use of technology through the creation of a county wide area network, automation upgrades in the Register of Deeds and Clerk's offices, an Integrated Justice Information System, and an upgraded voice and telecommunications system; and



WHEREAS, ongoing maintenance, upgrade and eventual equipment and infrastructure replacement costs have to be charged back to departments in the form of service charges, and should reflect the true cost of providing services; and



WHEREAS, the county currently maintains a cost allocation plan which is developed by an independent accountant, in order to allocate true cost for administrative services in other areas, however not for the purposes stated above; and



WHEREAS, the depreciation costs charged to the Data Processing Fund (Fund #636) are not considered when the departmental service charges are developed, and this is critical to a systematic approach to upgrade and eventual replacement of the equipment, county financial administration, and the budgetary process.



THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners hereby authorize the solicitation of Requests for Proposals (RFP) for analysis and development of depreciation and equipment charge back costs for all county computer, telecommunications, and associated systems.



BE IT FURTHER RESOLVED, that the cost for this analysis shall not exceed $9,500, which amount shall be taken from the MIS Fund #636, with the Controller authorized to make the necessary adjustments.

BE IT FURTHER RESOLVED, that the MIS Fund shall be reimbursed 50% of the cost of the study from the Telephone Fund #675, not to exceed $4,750.



BE IT FURTHER RESOLVED, that upon selection of a successful respondent to this RFP, the board chair and the clerk shall be authorized to sign a contract for services, after approval of the county attorney as to form.
