INGHAM COUNTY BOARD OF COMMISSIONERS

RESOLUTION TO AUTHORIZE COLLABORATIVE AGREEMENTS

WITH QUALIFIED HEALTH PLANS

RESOLUTION #98-53

WHEREAS, the State of Michigan is moving to enroll all Medicaid-insured persons in Qualified Health Plans (generally a State or Federally Licensed Health Maintenance Organization); and

WHEREAS, the State of Michigan has directed the Qualified Health Plans to enter into collaborative agreements with the local public health departments serving the enrolled population; and

WHEREAS, Qualified Health Plans planning to enroll Medicaid-insured persons in Ingham County are proposing to enter into a collaborative agreement with Ingham County to assure that services of the Ingham County Health Department are available to the enrolled population and to assure that the Qualified Health Plans will collaborate with the Ingham County Health Department in public health matters; and

WHEREAS, the Health Officer recommends that the Ingham County Board of Commissioners authorize and execute collaborative agreements with Qualified Health Plans doing business in Ingham County to facilitate the delivery of public health services to Medicaid-enrolled persons and to protect the public health.

THEREFORE BE IT RESOLVED, the Ingham County Board of Commissioners authorizes collaborative agreements with Qualified Health Plans that have contracts with the State of Michigan to serve Medicaid-insured persons in Ingham County, with the intent of facilitating the coordination and collaboration of services between the Qualified Health Plans and the Ingham County Health Department in order to protect and promote the health of Ingham County residents.

BE IT FURTHER RESOLVED, that the areas of cooperation and collaboration shall include those set out by the Michigan Department of Community Health in its "Model Agreement Between Health Plans and Local Health Departments".

BE IT FURTHER RESOLVED, that the Chairperson of the Ingham County Board of Commissioners is authorized to sign such collaborative agreements after review by the County Attorney.
