RESOLUTION TO SUPPORT THE PURPOSE, MISSION AND VISION

OF THE CAPITAL AREA HEALTH ALLIANCE



RESOLUTION #98-56



WHEREAS, the Capital Area Health Alliance was formed in May, 1993 as a non-profit, tax exempt corporation, with the assistance and support of the Ingham County Board of Commissioners; and



WHEREAS, the Article of Incorporation state the purpose of the organization as: "To promote high quality health care for all residents of the Counties of Ingham, Eaton and Clinton, Michigan, at the lowest possible cost through a community planning and implementation process and other available means and to engage in similar activities which may be carried on by a corporation exempt from tax under section 501(c)(3) of the Internal Revenue Code of 1986, as amended"; and



WHEREAS, the Mission of the Capital Area Health Alliance has been adopted as: ".... to promote high quality health for all residents at the lowest possible cost through utilization of a community planning and implementation process. Membership is open to business, labor, government, health care providers and concerned citizens"; and



WHEREAS, the Vision of the Capital Area Health Alliance has been adopted as: "The capital area residents will have the highest health status and access to the highest quality health care services at the lowest costs within the State of Michigan"; and



WHEREAS, the Purpose, Mission and Vision of the Capital Area Health Alliance are consistent with the statutory responsibilities of the Ingham County Board of Commissioners to protect and promote the health of its citizens; and



WHEREAS, the status of the Capital Area Health Alliance is uncertain, and its activities and structure are being challenged; and



WHEREAS, an organization such as the Capital Area Health Alliance must exist, providing a forum for the learning and participation of the many stakeholders in health status and the health care system, if the level of health in this community is to improve and the cost of health care is to remain competitive.

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners restates its long commitment to the Capital Area Health Alliance and urges businesses, organized labor, governmental units, health insurers, health care providers and consumers to actively participate in the operation of the Capital Area Health Alliance to implement its purpose, mission and vision.



BE IT FURTHER RESOLVED, that the Ingham County Board of Commissioners urges the Board of Directors of the Capital Area Health Alliance to play a central role in the implementation of the Robert Wood Johnson Foundation funded "Access to Health" project intended to facilitate a community process to reach consensus on how to provide an organized system of health care to uninsured persons in the Capital Area.



BE IT FURTHER RESOLVED, that the Ingham County Board of Commissioners urges the Capital Area Health Alliance Board of Directors to support the process of measuring and learning about the level of health in the Capital Area and facilitating processes by which deterrents to higher levels of health are identified and understood and through which community stakeholders can develop consensus on strategies to raise the level of health among the residents of the Capital Area.



BE IT FURTHER RESOLVED, that the Ingham County Board of Commissioners stands committed to participate fully in the activities of the Capital Area Health Alliance identified in this resolution.
