RESOLUTION IN SUPPORT OF INCLUDING A LOCAL UNIT COMPONENT IN THE PROPOSED "CLEAN MICHIGAN INITIATIVE" PROGRAM



RESOLUTION #98-64



WHEREAS, the 1988 Quality of Life Recreation Bond program provided $70,000,000 in local recreation grants; and



WHEREAS, Ingham County was the recipient of two grants through the 1988 Michigan Recreation Bond program, including $744,000 for the development of the Kenneth A. Hope Soccer Complex and $48,750 for boat launch improvements; and



WHEREAS, 13 other communities and school districts within Ingham County received 21 grants from the Michigan Recreation Bond Program totaling $2.8 million; and



WHEREAS, the Michigan Recreation and Park Association has identified a current unmet need of over $350,000,000 for parks and recreation capital improvements statewide in Michigan's counties, cities and townships; and



WHEREAS, the need for another Recreation Bond fund program is further evidenced by the fact that in 1997 alone, $35,000,000 in local park development requests were rejected under the Michigan Natural Resources Trust Fund Program due to the lack of available funds; and



WHEREAS, while the Governor's recently announced "Clean Michigan Initiative" provides $450,000,000 for important environmental cleanup, and $50,000,000 for improvements to the State park system, it fails to include local units of government as eligible grant recipients.



THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners strongly encourages the State Legislature to amend the Governor's "Clean Michigan Initiative" to include local units of government as eligible recipients for the "Clean Michigan Initiative" Bond Program.
