RESOLUTION AUTHORIZING THE ACCEPTANCE OF A DONATION FROM GRANGER WASTE MANAGEMENT COMPANY TO SUPPORT SOLID WASTE MANAGEMENT ACTIVITIES



RESOLUTION #98-68



WHEREAS, in 1995, the Granger Waste Management Company executed a Memorandum of Understanding with Clinton County regarding host fees the Granger Company pays to Clinton County; and



WHEREAS, in 1995, Ingham and Clinton County entered into an agreement wherein Ingham County would receive a portion of Clinton's host fee if Ingham disposed of more than 600,000 cubic yards of material in Clinton County's licensed landfills; and



WHEREAS, in both 1996 and 1997, Ingham County has contributed less than the 600,000 threshold that would trigger payments from Clinton County; and



WHEREAS, in 1996 the Granger Company made a direct contribution of $15,000 to Ingham County to support activities to improve the management of solid waste; and



WHEREAS, the Granger Company has contacted Ingham County about another donation of $8,350 for activities to improve the management of solid waste; and



WHEREAS, the Ingham County Health Department has developed a proposal to commit the funds to projects that would assist the Bureau of Environmental Health to monitor and enforce the solid waste management laws and to inform and educate the public; and



WHEREAS, the Health Officer has recommended that the Board of Commissioners accept the donation of funds from the Granger Waste Management Company.



THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners agrees to accept an $8,350 donation from the Granger Waste Management Company with the purpose of supporting the Health Department's plan to improve solid waste management activities in the County.

BE IT FURTHER RESOLVED, the Management Information Services Department is authorized to expend up to $5,850 to purchase a scanner and a printer for the Environmental Health Resource Room to enhance the Bureau's ability to develop colored maps, flow charts, tables and other documents that support solid waste, drinking water, and groundwater education and to enhance the Bureau's ability to include site plans, maps, and other documents to facility records.



BE IT FURTHER RESOLVED, that the Controller is authorized to amend the 1998 Health Department Budget to increase total expenditures and revenues by $8,350 and adjusting line items in order to implement this resolution.
