INGHAM COUNTY BOARD OF COMMISSIONERS

RESOLUTION AUTHORIZING A CONTRACT WITH THE W.E. UPJOHN INSTITUTE FOR EMPLOYMENT RESEARCH AND GOVE ASSOCIATES FOR CONDUCTING AN ECONOMIC DEVELOPMENT POLICY NEEDS ASSESSMENT STUDY

RESOLUTION #98-7

WHEREAS, the Board of Commissioners in its resolution #97-197 has authorized an appropriation from its Contingency Fund to hire an independent consultant to review county policy on economic development and to make recommendations concerning the county's role in economic development; and

WHEREAS, a Request for Proposals (RFP) was issued through the Purchasing and Properties Department to identify the best proposal to meet the needs of such an assessment, at the most cost effective level; and

WHEREAS, the Controller's Office has reviewed the responses, interviewed the respondents, and is prepared to make a recommendation to award the contract to the respondent that has met all of the requirements of the RFP, has designed methodology for an effective approach to the assessment, has a proven track in conducting similar analyses, and submitted a price quote below the amount allocated by the Board; and

WHEREAS, the Deputy Controller for Administrative Services/Budget and the Controller's Office hereby recommend that the county enter into an agreement with the W.E. Upjohn Institute for Employment Research and Gove Associates, for the purpose of conducting an assessment of county policy on economic development and making recommendations for implementing the policy, at a cost not to exceed $28,758.

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners hereby authorizes a contract with W.E. Upjohn Institute for Employment Research and Gove Associates for the purpose of conducting an economic development policy needs assessment, as authorized by Resolution #97-197, not to exceed $28,758.

BE IT FURTHER RESOLVED, that the Board Chairperson and the County Clerk are hereby authorized to sign the agreement upon review of the County Attorney as to contract form.
