RESOLUTION TO AUTHORIZE AN ALTERNATIVE IN-SCHOOL SUSPENSION PROGRAM AGREEMENT WITH THE LANSING SCHOOL DISTRICT



RESOLUTION #98-70



WHEREAS, the Lansing School District has approached the Ingham County Health Department to implement an in-school suspension program for students at Walnut Elementary School, utilizing the Peer Education Program resources at Willow Plaza; and



WHEREAS, the program will work with students who are suspended because of inappropriate behavior, as an alternative to sending the suspended students home, and students will be required to participate in peer education presentations, conflict resolution workshops and school work; and



WHEREAS, the pilot project will allow the Lansing School District to evaluate this model as an alternative system for dealing with suspended elementary school students; and



WHEREAS, the Health Officer has recommended that the Board of Commissioners enter into the agreement, and has advised that the grant funds will fully pay the County's expenses related to the pilot project.



THEREFORE BE IT RESOLVED, the Ingham County Board of Commissioners authorizes an agreement with the Lansing School District for an alternate, in-school suspension program for students at Walnut Elementary School.



BE IT FURTHER RESOLVED, the period of the agreement shall be March 9, 1998 through June 30, 1998 and that the Lansing School District shall reimburse Ingham County for up to $11,000 for program related expenses.



BE IT FURTHER RESOLVED, that a full-time Lead Counselor, ICEA Professional 05, position will be established for the duration of the agreement, and that the position will be filled with a temporary appointment.



BE IT FURTHER RESOLVED, that the Controller is authorized to amend the 1998 Health Department Budget to implement this resolution and that the Board Chairperson is authorized to sign the agreement after review by the County Attorney.
