RESOLUTION RESCINDING RESOLUTION NO. 73-263 AND RESOLUTION

NO. 77-197, AND RE-ESTABLISHING THE DUTIES AND RESPONSIBILITIES OF THE EQUAL OPPORTUNITY COMMITTEE IN ITS ADVISORY CAPACITY TO THE INGHAM COUNTY BOARD OF COMMISSIONERS



RESOLUTION #98-90



WHEREAS, Resolution No. 73-263, as amended by Resolution No. 77-197, established the Equal Opportunity Committee as an advisory committee to the Ingham County Board of Commissioners, and sets forth the duties and responsibilities of the committee; and



WHEREAS, in reviewing the committee's current function relative to assuring equal opportunity to the fullest extent possible in all areas for the benefit of all residents of Ingham County, the Board of Commissioners has determined that an update of the Equal Opportunity Committee's duties is desirable.



THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners rescinds Resolution No. 73-263 as amended by Resolution No. 77-197, and re-establishes the role of the Equal Opportunity Committee.



BE IT FURTHER RESOLVED, that the Equal Opportunity Committee shall be an advisory board to the Board of Commissioners, consisting of up to nine (9) members appointed to two year terms by the Board of Commissioners.



BE IT FURTHER RESOLVED, that the mission of the Equal Opportunity Committee is to advise the Ingham County Board of Commissioners on policy issues which will assure equal opportunity for all in matters of employment recruitment, selection, and work environments.



BE IT FURTHER RESOLVED, that, within the availability of resources assigned or budgeted by the Board of Commissioners, the Equal Opportunity Committee shall have the following responsibilities:

BE IT FURTHER RESOLVED, that in order to accomplish these responsibilities, it is recognized that the Equal Opportunity Committee may find it useful to review employment data regarding recruitment and hiring; to analyze the recruitment and hiring process; and to meet with county officers, department heads, and employees to review concerns regarding employment.



BE IT FURTHER RESOLVED, that County staff are involved in responsibilities in which equal opportunity is a factor, including the County Controller, Human Resources Director, and County Purchasing Director, who shall assist the Equal Opportunity Committee in carrying out their responsibilities by providing information requested by the Equal Opportunity Committee to the extent that such information is readily available or can reasonably be provided with the resources available to the staff or affected department.



BE IT FURTHER RESOLVED, that county officers, judges, and department heads are urged to also cooperate with informational requests from the Equal Opportunity Committee, to avail themselves of the expertise of the Committee insofar as continuing compliance with the County's

Equal Opportunity Plan, and to make their employees available for presentations by the Committee regarding the County's Equal Opportunity Plan.



BE IT FURTHER RESOLVED, that to the extent resources are assigned or budgeted by the Board of Commissioners, the Board of Commissioner's Office shall provide secretarial support to enable regular meetings to be scheduled and agendas prepared and mailed; to allow messages to be taken; and to allow for minutes, letters, and reports to be typed and distributed.



BE IT FURTHER RESOLVED, that to the extent that additional resources are requested by the Equal Opportunity Committee to assist in carrying out its responsibilities, such request shall be made to the County Controller, who shall, if possible, make the necessary arrangements for providing the resource, or who shall provide the Board of Commissioners with a recommendation regarding the request, either during the annual budget process or during another appropriate time.
