RESOLUTION TO AUTHORIZE THE PURCHASE OF COMPUTER EQUIPMENT

AND ESTABLISH A POSITION IN THE HEALTH DEPARTMENT



RESOLUTION #98-97



WHEREAS, the Ingham County Health Department operates an extensive set of clinical services for low-income, uninsured and Medicaid-eligible persons; and



WHEREAS, the department must have an effective information management system to support the clinical system, providing for enrollment, registration, scheduling, referral management, electronic billing, accounts receivable and reporting to payers and the State of Michigan; and



WHEREAS, in June 1995, the MIS Director and the Health Officer identified the proposal from CIVITEC Healthcare Computers, Inc. as the best option for the county and the system was purchased and installed; and



WHEREAS, the CIVITEC system replaced the older medical practice management system in October 1996, but the county still has modules of the system that need to be made operational; and



WHEREAS, the Health Department has been experiencing difficulties with the operation of the CIVITEC system and the county MIS Department hired UNISYS to assess the operation of the hardware and the Unix operating system and to make recommendations to improve the system and to facilitate the implementation of the remaining modules; and



WHEREAS, UNISYS has recommended that the hardware and corresponding Unix operating system be updated and that a system administrator position be established; and



WHEREAS, the Health Department must manage more than 6,000 Medicaid clients through contract with Health Maintenance Organizations and does not have the capacity to analyze the cost and utilization data that drive expenditures in the hospital and speciality referral pools; and



WHEREAS, the Health Department Director and the MIS Director recommend that the Board of Commissioners establish a Systems Analyst/Health position within the ICEA Professional Unit, and authorize the upgrade of an existing UNISYS 6000/50 system to a UNISYS Aquanta 4X Server to run the CIVITEC software.



THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes the replacement of the UNISYS 6000/50 system with a UNISYS Aquanta 4X Server with the following characteristics at a cost of $45,000:

BE IT FURTHER RESOLVED, that the MIS Director is authorized to purchase a computer to support the new position and that $1,370 shall be transferred from 221-60120-55-818-1010 to 221-60120-55-979000-1010.



BE IT FURTHER RESOLVED, that a Systems Analyst/Health, ICEA Professional Systems Analyst position shall be established in the Health Department contingent on another Health Department position of comparable cost being identified for elimination.



BE IT FURTHER RESOLVED, that the funds to purchase the UNISYS Aquanta 4X Server shall come from the funds reserved in the Health Fund for the purpose of computer replacement.



BE IT FURTHER RESOLVED, that the MIS Director is authorized to arrange for hardware maintenance on the new UNISYS server by amending the existing maintenance agreement with UNISYS.
