RESOLUTION ESTABLISHING A STRATEGIC PLAN FOR THE INGHAM COUNTY ECONOMIC DEVELOPMENT CORPORATION



RESOLUTION #99-101



WHEREAS, the Ingham County Board of Commissioners, by the adoption of its Resolution No. 84-97, May 8, 1984, established the economic development policy pursued by the Ingham County Economic Development Corporation (EDC), in accordance with Public Act 338 of 1974, as amended; and



WHEREAS, subsequent Board adopted amendments to that policy resulted in a shift in programming focus, as well as the establishment of the Department of Development with duties and responsibilities for the implementation of EDC policy; and



WHEREAS, in 1997 the Board of Commissioners commissioned an independent study to reevaluate the county's role in economic development, which in 1998 resulted in the EDC's acceptance and the Administrative Services/Personnel Committee's authorization for implementing certain recommendations as contained in the final report entitled "Assessment of County Policy on Economic Development and Recommendations for Organization Development to Facilitate an Efficient Implementation of the Resultant County Policy"; and



WHEREAS, the 1999 Ingham County Budget eliminated the Department of Development and appropriated funds to continue the economic development activities of the EDC through a reorganized structure which includes technical and clerical support, as well as resources for special county wide economic development projects; and



WHEREAS, the EDC has conducted a series of meetings in 1998/99 with community, business, civic, and education leaders, as well as economic development practitioners, and through this input developed a strategic plan which outlines the administrative mission, short and long term goals necessary to carry out its newly defined role, and to maintain a presence in economic development in Ingham County.



THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners adopts the Economic Development Corporation's Strategic Plan as referenced by the attachments to this resolution.



BE IT FURTHER RESOLVED, that this resolution supersedes all previous resolutions adopted by the Board of Commissioners which outline policy directives, goals, and strategies, incorporates all other enabling resolutions passed for the Ingham County Economic Development Corporation, and does not affect the authorization for local development contracts with certain LDFA and EDC agencies, which derive revenue from the State School Aid Fund.



BE IT FURTHER RESOLVED, that the positions of Small Business Coordinator & Secretary/Development formerly of the Department of Development, will continue under the supervision of the County Controller and are assigned to the Economic Development Corporation.

RESOLUTION #99-101



BE IT FURTHER RESOLVED, that within budgetary constraints of the level of current services appropriation, the Controller and the EDC shall provide a recommendation to the Board of Commissioners regarding the objectives necessary to carry out the strategic plan, which shall also include the staffing pattern appropriate for providing the EDC with adequate staff support to implement the adopted mission and goals.
