RESOLUTION TO AUTHORIZE AN AMENDMENT TO THE STATE OF MICHIGAN AGREEMENT FOR MEDICAID ELIGIBILITY ASSISTANCE SERVICES



RESOLUTION #99-105



WHEREAS, the State of Michigan has contracted with Ingham County to implement a Medicaid Eligibility Assistance Services Agreement for the period January 4, 1999 through September 30, 1999, with the purpose of locating, identifying, informing, educating, assessing, referring and assisting low-income families in the completion of applications for Medicaid; and



WHEREAS, the authorizing Resolution No. 99-012 authorized a subcontract with Tri-County Office on Aging, established three temporary positions, authorized contracts for marketing and advertising consulting services, authorized subcontracts for consulting services to assess the computer capabilities and user skills of community-based organizations and authorized mini-grants with community agencies for the purchase of computer and telecommunications equipment, software and technical assistance to support their eligibility assistance and case management capacities; and



WHEREAS, the State of Michigan subsequently made changes in the procedures for processing Medicaid applications; and



WHEREAS, the Health Officer has recommended that the agreement be amended to make adjustments prompted by the change in state procedures, eliminating the subcontracts for advertising and technology consulting and increasing the mini-grants to community agencies and funds to purchase computers within the Health Department.



THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes an amendment to the Medicaid Eligibility Assistance Services Agreement authorized by Resolution No. 99-012.



BE IT FURTHER RESOLVED, the amendment will adjust the agreement budget to eliminate funding for subcontracts for advertising and for technology consultation.



BE IT FURTHER RESOLVED, that the number of mini-grants to community agencies will be expanded from 15 to about 35 at an average cost of about $3,000.



BE IT FURTHER RESOLVED, that funds available to purchase computers for County use will be increased from $8,000 to $22,000.

BE IT FURTHER RESOLVED, that the Controller is authorized to adjust the Health Department's 1999 budget in order to implement this resolution and that the Board Chairperson is authorized to sign the amendment and the mini-grants after review by the County Attorney.
